About this opportunity
Salt Lake City Department of Airports is requesting qualifications for on-call internal audit services at Salt Lake City International Airport under RFQ SLCAIR26019, with statements due October 30, 2026 at 2:00 p.m. Mountain Time and a questions deadline of October 22, 2026.
Respondents must demonstrate a minimum of five years' experience providing airport internal audit services and hold at least one of the following: Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), Certified Construction Auditor (CCA), or Certified Information Systems Auditor (CISA). The scope encompasses four practice areas — concessions audits, compliance audits, contract monitoring audits, and information technology audits — performed under Generally Accepted Government Auditing Standards (GAGAS) and/or the Institute of Internal Auditors' International Professional Practices Framework (IPPF).
Evaluation criteria are weighted as follows: Organization and Licensing (20%), Demonstrated Project Experience (40%), and Proposed Staffing Plan and Team Qualifications (40%), scored across 500 total points with a 0–5 scale per criterion. Mandatory requirements include verification of good standing with prior City agreements, absence of past-due debt, and submission of an independence disclosure statement confirming no prior or current relationships with SLCDA concessionaires or contractors that would compromise independence.
The master services agreement commences January 1, 2027 for an initial five-year term with no guaranteed minimum volume. Individual engagements are authorized through written task orders with defined scope, deliverables, schedule, and not-to-exceed fees; compensation is determined project-by-project per submitted hourly rates. Selected respondents must maintain professional liability insurance of at least $2 million per claim and commercial general liability insurance of at least $2 million per occurrence. All respondents must comply with federal, state, and local employment verification, ethics, and FAA/TSA security requirements. Interviews with selected finalists are scheduled as needed.
