About this file

This is an evaluation scoresheet for a Request for Qualifications (RFQ) issued by the Salt Lake City Department of Airports (SLCDA) for on-call internal audit services at Salt Lake City International Airport. The scoresheet outlines the evaluation methodology and scoring criteria that will be used to assess respondent qualifications and proposals. Respondents must demonstrate a minimum of five years' experience providing airport internal audit services and possess relevant professional licenses or certifications such as Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), Certified Construction Auditor (CCA), or Certified Information Systems Auditor (CISA). The evaluation process includes both mandatory minimum requirements and scorable technical criteria, with the latter accounting for 500 total possible points distributed across three major evaluation categories: Organization and Licensing (20 percent weight, 100 points), Demonstrated Project Experience (40 percent weight, 200 points), and Proposed Staffing Plan and Team Qualifications (40 percent weight, 200 points).

Responses are scored on a scale of 0 to 5, with 0 indicating failure to address requirements, 1 indicating poor response, 2 indicating unsatisfactory response, 3 indicating satisfactory response meeting minimum requirements, 4 indicating good response exceeding requirements in some respects, and 5 indicating excellent response exceeding all requirements. Mandatory requirements include verification that the respondent is in good standing with prior City agreements and has no existing past due debt, as well as submission of an independence disclosure statement confirming that the firm and proposed staff have no prior or current relationships with SLCDA concessionaires or contractors that would compromise independence. The solicitation number is SLCAIR26019, and respondents must provide evidence of relevant experience and qualifications as part of their statements of qualification and experience.
