About this opportunity
The City of Portland, Oregon is soliciting bids for on-call aerial pole services under ITB No. 00002626, with the amended deadline of September 12, 2025, at 4:00 p.m. Pacific Time. The contract is structured as a non-exclusive master price agreement with task-order authorization; the City reserves the right to procure identical or similar services from other vendors and does not guarantee a minimum volume.
Services include installation, maintenance, repair, and inspection of aerial poles and related infrastructure, with work items spanning aerial cable installation, fiber-optic placement, wreck-out and removal, anchor and grounding work, riser installation, attachment transfer, pole work, and fiberglass arm installation. The bid schedule (Attachment 3) specifies 35 distinct work items (33 after removal of Line 35 per Addendum No. 1) priced by linear feet, per span, or per unit. Bidders must submit unit pricing for all items, hourly labor rates for up to five classifications, hourly rates for nine vehicle and equipment categories, and a one-time mobilization fee. Material markup is capped at 15 percent. Evaluation for award uses a hypothetical project model: 10 standard hours of aerial crew, 10 standard hours of articulated telescoping truck, five instances of the mandatory ACMR-25 work item (raise, lower, or transfer first level attachment), and one mobilization fee. All rates are fixed and firm for the first contract year.
The Contractor must commence work within seven calendar days of Notice to Proceed and maintain commercial general liability of at least $2 million per occurrence, auto liability of $5 million per accident, and workers' compensation coverage per Oregon law. Three bidders responded: North Sky Communications, LLC (Vancouver, Washington) at $2,940.90; Oregon Aerial Construction (Portland, Oregon) at $3,321.00; and Standard Utility Contractors, Inc. (Salem, Oregon) at $4,450.00. North Sky Communications submitted the lowest bid. Task Orders are negotiated on a rotational basis; compensation is determined by negotiation based on estimated hours and the Contractor's rates, subject to a Task Order cap. Payment terms are net 30 days from invoice receipt. Addendum No. 2 (September 8, 2025) removed Section 2.2 regarding City Sustainability Objectives.
