About this file

This is a Bid Schedule (Attachment 3) for an Invitation to Bid #00002626 issued by the State of Oregon for On-Call Aerial Communications Maintenance and Repair services. The bid schedule outlines 35 distinct work items measured in linear feet, per span, or per unit, covering aerial cable installation, fiber-optic cable placement, wreck-out and removal operations, anchor installations, grounding work, riser installations, attachment transfers, pole work, and fiberglass arm installations. Bidders must provide unit pricing for all items, with ACMR-25 (raise, lower, or transfer first level attachment) designated as mandatory to quote. The contract requires submission of hourly labor rates for up to five labor classifications, hourly vehicle and equipment rates for nine categories of work vehicles and equipment with Labor Classification 3 (such as truck driver or aerial crew) mandatory, a mobilization fee, and material markup not to exceed 15 percent.

Pricing is structured across four billing categories: unit costs per work item including labor and vehicle costs; hourly crew member rates differentiated by standard hours (Monday-Friday 7 AM to 5 PM), outside standard hours, emergency standard hours, and emergency outside standard hours; hourly rates for vehicles and equipment under the same time classifications; and a one-time mobilization fee covering all labor and vehicle costs to mobilize to the work site. Labor and vehicle rates from the hourly tables shall not be charged for driving to and from the work site. Contractor shall charge in one-hour increments for onsite time with no additional mobilization fee applied. For bidding evaluation purposes, the City will use a hypothetical project consisting of 10 standard hours of aerial crew work, 10 standard hours of articulated telescoping truck usage, five instances of ACMR-25 work, and one mobilization fee. All rates are fixed and firm for the first year of the contract.
