About this opportunity

The Maryland Department of Transportation State Highway Administration (MDOT-SHA) is soliciting bids from a Maryland-certified laboratory to provide drinking water and groundwater chemical testing and analysis services statewide, with bids due December 18, 2025, at 12:00 p.m. EST under IFB OMTWTR29SB. This is a Small Business Reserve (SBR) procurement limited to certified small business vendors.

The laboratory must hold current Maryland laboratory certification at bid submission and establish a fully staffed and operational facility located within Anne Arundel and Baltimore Counties, Maryland, accepting sample deliveries Monday through Friday, 8:00 a.m. to 5:00 p.m. Testing must comply with EPA regulations (40 CFR Part 136), EPA and Maryland Department of Health and Mental Hygiene standards, and American Public Health Association standards, with analytical results delivered electronically within 20 working days of sample receipt. The scope encompasses 35 distinct testing parameters across groundwater, surface water, public water, and wastewater, including major ions, heavy metals, nutrients, microbial analysis (coliform bacteria), optical brighteners, and dissolved organic carbon, using EPA-approved or equivalent validated test methods. The estimated 2,170 individual analyses span quantities of 35 to 70 samples per test type. The contractor must provide all sample collection and preservation materials per AASHTO Designation R24-99 (2018) and deliver analytical data in Excel or Word format with complete quality assurance/quality control documentation, instrument calibration records, and chain of custody documentation. Any outsourced testing requires certifications from subcontracting laboratories.

The contract is fixed-price for a three-year term with no renewal options. Award will be made to the responsible bidder submitting the lowest responsive bid. If the total bid amount exceeds $50,000, the contract will be written as "not to exceed $50,000" using the unit prices established during bidding. The contractor must maintain commercial general liability insurance of $1 million per occurrence and $3 million annual aggregate, plus workers' compensation insurance of $1 million per occurrence. The contractor bears all transportation costs, packing materials, and postage. MBE/DBE and VSBE subcontracting participation goals are zero percent. Bidders must acknowledge Addendum No. 1 (issued November 26, 2025) and Addendum No. 2 (extending the deadline to December 18, 2025 and reducing certain test types) by signing and attaching them to bid submissions. The question period has expired. Bidders must submit a Conflict of Interest Affidavit, a Bid Proposal Affidavit, and reference checks documenting comparable water testing work performed within the timeframe specified in the solicitation.
