About this opportunity
City of Alexandria, Virginia is soliciting sealed bids under ITB 2038 to replace the Old Town Pool, with a virtual pre-bid conference on November 3, 2026 at 10:00 a.m. via Microsoft Teams and bids due December 10, 2026. Eligibility is restricted to nine pre-qualified firms: San Jose Construction Group, Inc.; W.M. Schlosser Company, Inc.; Donohoe Construction Company; J.A. Scheibel, Inc.; Whiting-Turner Contracting Company; Costello Construction; The Matthews Group, Inc.; Keller Brothers, Inc.; and Hoar Construction, LLC.
The scope covers demolition of the existing pool and pool building, followed by construction of a new pool, pool building, and surrounding site work, with Substantial Completion required by March 1, 2028. Bidders submit a base bid plus four additive items: excavation of unsuitable material, contaminated soil removal, rock excavation, and VDOT 21A aggregate placement. The bid form estimates these additive items at $13,000, $13,000, $12,500, and $12,000, respectively, and final amounts adjust to authorized quantities. Award of the additive items depends on available project funds.
Successful bidders must hold a Virginia contractor's license and a City of Alexandria business license, furnish performance and payment bonds equal to 100 percent of the contract amount, and post a bid surety of no less than 5 percent of the bid amount. Prevailing wage requirements under Alexandria City Code apply because the contract exceeds $250,000, and the Virginia Department of Labor and Industry wage determination ALEX-26-0006 governs trade rates. The City encourages participation by small, women-owned, and minority-owned businesses, but the source names no set-aside. Bidders must complete a subcontractor list that identifies each firm's Small, Women-owned, and Minority-owned Business Enterprise (SWaM) or Disadvantaged Business Enterprise (DBE) status. Virginia SWaM-registered bidders should provide certification documentation with their registration.
Award goes to the lowest responsive and responsible bidder under the Virginia Public Procurement Act, based on the base bid plus any additive items within available funds. The City requires a responsibility determination before award, and work begins only after contract execution and a Notice to Proceed. Liquidated damages are $2,500 per calendar day, and the City retains 5 percent of progress payments. Bids must remain firm for 120 calendar days from the due date. Submission is electronic through Euna Sourcing & Contracting, and questions go through Euna's Public Q&A function. Tony Esse, PE, of the Department of Transportation and Environmental Services serves as contracting officer.
