About this file

Summary

This is a blank form contract template used by the City of Alexandria, Virginia's Finance Department, Purchasing Division for awarding formal solicitations. The document serves as the standard contract format for services procurement, though the specific opportunity described—Old Town Pool Replacement—appears to be a project for pool replacement rather than the medical plan administration referenced in the contract template's preamble. The contract establishes a relationship between the City of Alexandria and a contractor to perform work as detailed in the incorporated exhibits and solicitation documents. The contract term consists of an initial period with up to four additional one-year renewal options, with renewal authorization granted solely at the discretion of the Purchasing Agent. The contract documents incorporate by reference the solicitation, addenda, the contractor's best and final offer, and responses to solicitation, with precedence given to amendments and change orders, followed by purchase orders, and then the listed contract documents in order.

Compensation is provided as a fixed fee amount established in the contractor's best and final offer and cost proposal, with prices fully burdened and not subject to additional markup. The contractor is responsible for all work accuracy and shall correct errors at its expense. The contractor is classified as an independent contractor and must employ personnel with appropriate credentials to perform the work. The City designates a Contracting Officer's Technical Representative to administer the contract and serve as the primary point of contact for most communications. The contractor is responsible for supervision of all work, coordination of subcontractors, and provision of a designated project manager who must attend project meetings with City representatives. Contract modifications require written authorization from the City's Purchasing Agent.
