About this file

This document is Part F of the Invitation to Bid (ITB) 2038 issued by the City of Alexandria, Virginia for the Old Town Pool Replacement project, establishing the evaluation criteria and method of award for this construction procurement. The City will utilize the competitive sealed bid method of source selection in accordance with the Virginia Public Procurement Act and the Code of the City of Alexandria, with the contract to be awarded to the lowest responsive and responsible bidder. The evaluation methodology incorporates a base bid with four potential additive bid items, with award determination dependent on available project funding and the bidder's total price across the base bid and applicable additive items in sequential order.

The low bidder determination will be based on the base bid plus any additive bid items that can be awarded within available project funds, with specific funding threshold triggers determining whether Additive Bid Items 1, 2, 3, and/or 4 will be included in the final award. Prior to contract award, the City will conduct a responsibility determination for the apparent successful bidder in accordance with the Virginia Public Procurement Act and applicable City code. A Notice of Award will be issued to the successful bidder and Solicitation Disposition Letters to unsuccessful bidders; however, issuance of a Notice of Award does not authorize work commencement, which may only begin after execution of all required contract documents and, if applicable, issuance of a Notice to Proceed. The City reserves the right to reject nonresponsive or nonresponsible bids and cancel the solicitation for good cause as permitted by law.
