About this opportunity
The Washington State Department of Commerce's Office of Homeless Youth (OHY) is initiating a Request for Applications (RFA) to select one organization to co-lead a prevention work group with the Department of Children, Youth, and Families. The primary objective is to establish a Youth Homelessness Prevention Steering Committee that will develop organizational infrastructure, provide leadership opportunities, and support youth advocacy efforts. Applicants must submit comprehensive proposals addressing committee governance, power-shifting strategies, training plans, member recruitment, and equity principles by May 13, 2025, at 5:00 PM PST. A bidder webinar is scheduled for April 15, 2025, from 11am-12pm, with questions accepted via email through May 2, 2025. The evaluation process will include application review from May 14-23, 2025, potential finalist interviews, and announcement of the successful contractor by June 6, 2025. The anticipated contract period runs from July 1, 2025, to June 30, 2026, with potential extensions up to six years total.
The procurement is specifically targeting "By and For" organizations that are operated by and serve marginalized communities, with a strong preference for organizations led by and serving BIPOC, LGBTQIA2+ youth, Native Americans, immigrants, refugees, and individuals with disabilities. Collaborative grants are permitted, requiring one lead grantee who can subgrant to partner organizations, and all applicants must be licensed to do business in Washington State. The estimated award value is approximately $422,000, with payments to be made on a reimbursement basis for allowable expenses. Administrative cost caps are set at 12% for IYHP programs and 15% for other programs, with detailed budget guidelines provided in the accompanying budget proposal template. The funding will support comprehensive services including direct member compensation, training, advocacy support, and committee infrastructure development. Successful applicants must demonstrate an ability to remove barriers, provide affirming services, and center youth voice and lived expertise in their approach to preventing youth homelessness.
