About this file

This is a budget proposal template from the Washington State Department of Commerce's Office of Homeless Youth (OHY) for the Prevention Steering Committee Request for Applications (RFA). The document provides instructions for individual and collaborative applicants to submit budget proposals for a two-year grant period spanning fiscal years 2026 and 2027, with funding to be equally distributed across each fiscal year from July 1, 2025, to June 30, 2027. The RFA aims to support one organization in co-leading a prevention work group with the Department of Children, Youth, and Families.

The budget proposal outlines specific funding guidelines, including administrative cost caps (12% for IYHP and 15% for other programs), detailed budget category definitions, and a monthly reimbursement model. Allowable expenses include administration costs, program operations (salaries, professional services, office expenses), and support services such as direct assistance and stipends. The template requires applicants to specify both a maximum and minimum funding request, along with other potential funding sources. All funds are subject to strict guidelines, with unspent funds not carrying forward to the next fiscal year, and applicants must provide detailed explanations of how services would differ if full funding is not awarded.
