1. INTRODUCTION
PURPOSE AND BACKGROUND
The Washington State Department of Commerce hereafter called "COMMERCE,” is initiating this Request for Applications (RFA) for the purpose of allocating resources for OHY to co-lead a prevention work group with the department of children, youth, and families.
COMMERCE estimates to make approximately one award to provide the services described in this RFA.
Created in 2015, the Office of Homeless Youth Prevention and Protection Programs hereafter called “OHY” leads statewide efforts to reduce and prevent homelessness for youth and young adults by ensuring access to the following five priority service areas:
· Stable housing
· Family reconciliation
· Permanent connections
· Education and employment
· Social and emotional well-being
OHY has a vision that, “every family and youth in Washington State has the individualized support they need so that no young person has to spend a single night without a safe and stable home. Every community has services that are equitable, accessible, effective, responsive, and coordinated”.
OHY is dedicated to ending youth homelessness, centering and professionalizing youth lived experience, and diversity, inclusion, and equity across race, ethnicity, sexual orientation, gender identity, geography, creed, and migrant status.
OBJECTIVES AND SCOPE OF WORK
The Washington State Department of Commerce is making up to $422,000 available ($211,000 of the general fund—state appropriation for fiscal year 2026 and $211,000 of the general fund—state appropriation for fiscal year 2027 to contract with a community-based organization(s) to support the involvement of young people and families, with lived experience of housing instability and/or systems involvement, in the interagency youth homelessness prevention workgroup. Applicants, applicant partners, and/or sub-grantee must serve and be substantially governed by marginalized populations. Funding available through this grant is solely for the purpose of building capacity for collaboration between one or more organizations and the Office of Homeless Youth (OHY) to establish a permanent Youth Homelessness Prevention Steering Committee of lived experts. This committee will serve as an advisory body for the implementation of recommendations outlined in the WA State Strategic Plan on the Prevention of Youth & Young Adult Homelessness - Shifting Services and Systems to Prevent Youth Housing Instability alongside an interagency youth homelessness prevention workgroup
OHY is seeking a partner organization to re-establish the Steering Committee to act as an advisory body to our prevention work. The partner organization ought to be aligned with the following values: transparency, inclusion, compassion, curiosity, accessibility, trauma informed, diversity, empathy and collaboration. The role of the partner organization would be to nurture and support the Steering Committee to participate at a state level on policy design work alongside OHY and statewide partners. Activities would include:
· Provide access to and/or develop customized trainings based on the Steering Committee’s needs, including but not limited to: policy/advocacy; leadership development and civic engagement; certification of co-design principles and methodologies; building the Steering Committee’s ability to self-organize; and optional training such as peer specialist training, social worker, and mental health first aid.
· Holistically support Steering Committee members to address life changes, whether housing instability or other barriers, that may impact full participation. These supports may include flexible funding, service navigation, referrals to providers, etc.
· Help the Steering Committee develop organizational infrastructure related to self-governance. This may include a governance charter, officer positions, a values/mission statement, etc.
· Help ensure the Steering Committee structure and culture reflects the diverse identities and values of Steering Committee members.
· On-going support to help Steering Committee members advocate and push for the recommendations put forward in the final strategic plan on youth homelessness prevention to be implemented.
· Support the integration of the Steering Committee into state workgroups and advisory bodies across Washington related to the prevention of youth and young adult homelessness.
· Facilitate collaboration with state agencies and other state-level stakeholders around prevention.
· Ensure Steering Committee members are appropriately compensated for their time in a timely and efficient manner.
· Trauma Informed conflict resolution
See Exhibit F - For more details on OHY funded programs, see:
Contracting Overview- OHY GUIDELINES FY25 Required Policies- OHY GUIDELINES FY25 Fiscal Administration- OHY GUIDELINES FY25 Personnel- OHY GUIDELINES FY25
Specific guidance for Youth Prevention Steering Committee will be added as programs are developed.
Please note: Reporting requirements, as described in Data and Performance - OHY GUIDELINES FY25, do not apply for this grant program. HMIS will NOT be required. Instead, a mix of aggregate data (i.e.: number of youth served) and qualitative reporting (i.e.: activities funded by the grant) will be used. OHY will work with lived expert consultants, grantees, and data and performance specialists at Commerce to determine specific reporting requirements.
MINIMUM QUALIFICATIONS
Minimum qualifications include:
· Licensed to do business in the State of Washington or submit a statement of commitment that it will become licensed in Washington within thirty (30) calendar days of being selected as the Apparent Successful Contractor.
· This funding is for By and For Organizations. Applicants will be asked to explain how they meet the following definition:
a. By and For organizations are operated by and for the community they serve.
b. Their primary mission and history is serving a specific community and they are culturally based, directed, and substantially controlled by individuals from the population they serve.
c. At the core of their programs, the organizations embody the community’s central cultural values. Will they know what the central cultural values are/ means?
d. These communities may include ethnic and racial minorities; Native Americans; immigrants and refugees; individuals who identify as LGBTQ+, and individuals with disabilities or who are deaf.
· A complete proposal with exhibits A-D must be submitted on time to be considered for funding.
Proposals that do not clearly meet or exceed all minimum qualifications listed above are non-responsive and will not be evaluated.
PERIOD OF PERFORMANCE
The period of performance of any contract resulting from this RFA is tentatively scheduled to begin on or about July 1, 2025 and to end on June 30, 2026. Amendments extending the period of performance, if any, shall be at the sole discretion of COMMERCE.
COMMERCE reserves the right to extend the contract for two, two-year periods, for up to six years total, at Commerce’s sole discretion.
FUNDING
Approximately up to $422,000 is available to support Prevention Steering Committee as described in Section 1.2 Objectives and Scope of Work. COMMERCE anticipates awarding one applicant with funding for a 24-month grant contract.
AWARD PRIORITIES
Equity in Services The risks of homelessness and housing instability are not equally shared among young people. BIPOC and LGBTQIA2+ youth are overrepresented among homeless youth, compared to their white and heteronormative peers– and underrepresented in who gets served. Centuries of biased laws, policies, and practices have resulted in inequitable treatment and perpetuated on going trauma, abuse, family rejection and poverty for many BIPOC and LGBTQIA2+ youth.
OHY will prioritize funding requests from organizations that demonstrate they can adequately address the unique needs of these overrepresented populations, remove barriers, and provide services that are affirming, accessible, and responsive to youth who are marginalized because of their race, ethnicity, gender identity, or sexual orientation. Grantees will be required to utilize emerging research and best practices for addressing the needs of these communities.
Youth Voice and Lived Expertise It is important that young people have a genuine voice in the services that are being delivered. When young people are included as decision makers, the organizations that serve them are better informed and equipped to meet their complex and unique needs. Furthermore, young people who feel valued are more likely to be invested in and increasingly take on leadership roles. Leadership opportunities empower young people and propel them towards successful outcomes. OHY is interested in supporting services that return power to young people, actively cultivate ways for youth to be involved, provide feedback, and take on leadership opportunities at every level of an organization.
