About this file
This is a Request for Applications (RFA) issued by the Washington State Department of Commerce's Office of Homeless Youth (OHY) for a Prevention Steering Committee competitive funding opportunity. The solicitation seeks to fund one organization to support a steering committee focused on youth homelessness prevention, with applications due by Tuesday, May 13, 2025, at 5:00 PM PST. Applicants must submit a comprehensive application including narrative responses addressing committee governance, power-shifting strategies, training plans, member support, recruitment, partnerships, conflict management, and equity principles. The grant will support creating a self-governing committee of individuals with lived experience of homelessness, with an emphasis on developing advocacy skills and providing holistic support to committee members.
The funding opportunity prioritizes "By and For" organizations operated by and serving specific communities, with a focus on ethnic and racial minorities, Native Americans, immigrants, refugees, LGBTQ+ individuals, and people with disabilities. Collaborative grants are allowed, requiring one lead grantee who can subgrant to partner organizations. Applicants must be licensed to do business in Washington State and provide detailed information about organizational practices, equity approaches, and strategies for supporting committee members. The RFA includes requirements for compensating steering committee members, maintaining a fully recruited committee, and implementing robust support mechanisms. While specific funding amounts are not explicitly stated, the document emphasizes comprehensive, equitable, and participant-centered approaches to addressing youth homelessness prevention.
