About this opportunity
The West Virginia Department of Environmental Protection (WVDEP), Division of Land Restoration, Office of Environmental Remediation is soliciting an open-end contract for comprehensive operation, maintenance, monitoring, and repair services at the Vienna Perchloroethylene (PCE) Superfund Site located in Vienna, Wood County, Upshur County, West Virginia. The procurement encompasses three primary service categories: environmental sampling programs including semi-annual groundwater monitoring well sampling from approximately 70 monitoring wells, quarterly and biannual vapor phase sampling from 26 monitoring points, and monthly discharge water sampling; operation and maintenance of two active air sparge and soil vapor extraction (AS/SVE) treatment units (TU-1 and TU-3) with associated groundwater extraction and granular activated carbon treatment systems; and planned, unplanned, and emergency repair services for remediation equipment. Required deliverables include weekly, monthly, quarterly, biannual, and semi-annual operations and maintenance reports, semi-annual sampling reports, monitoring well construction reports, and a comprehensive Operations and Maintenance Manual update within 60 business days of contract award and annually thereafter. The contract requires vendors to demonstrate minimum three years of experience in environmental remediation, groundwater sampling using low-flow techniques, AS/SVE system operation and maintenance, and vapor sampling methods, with designated Project Manager and Environmental Scientist personnel available for oversight. Personnel must maintain current OSHA 40-hour HAZWOPER certification and provide 24/7 emergency response capability with two qualified personnel designated for emergency repairs. The solicitation deadline is August 7, 2023, at 10:30 a.m., with a technical question deadline of August 2, 2023, at 5:00 p.m. EST, and all bids must be submitted electronically through the wvOASIS Vendor Self Service portal with no pre-bid meeting required.
The solicitation does not specify set-aside designations or restrictions limiting responses to disadvantaged enterprises or particular organization types. No incumbent vendor or current contractor is identified in the available procurement documents. The contract requires integration with existing remediation infrastructure including three treatment units utilizing established air sparge and soil vapor extraction systems with Grundfos Redi-Flo4 submersible pumps, Franklin Electric motors, Rockwell Automation programmable logic controllers, and RSView32 human-machine interface software, as detailed in the Revised Final Operations and Maintenance Manual. The vendor must comply with the West Virginia Department of Environmental Protection Quality Assurance Program Plan for the CERCLA Superfund Program effective October 2022 and follow all applicable Standard Operating Procedures for groundwater well sampling, soil gas sampling, monitoring well installation and development, and groundwater well sampling procedures. Specific pricing requirements include hourly labor rates for five personnel categories (Environmental Scientists, Project Managers, Environmental Technicians/System Operators, Electricians, and CAD/GIS Technicians), all-inclusive of travel and per diem costs, with estimated annual requirements of approximately 800 to 1,000 professional service hours; unit costs for monitoring well drilling and installation with rotosonic drilling up to 240 linear feet; and a parts markup multiplier for equipment and materials based on a $10,000 base amount for bidding purposes. Subcontractors exceeding $25,000 in aggregate costs will be directly procured by WVDEP with no markup permitted. The contract establishes performance bonding and insurance requirements, including performance and payment bonds equal to 100 percent of contract value and commercial general liability insurance with limits of $2,000,000 per occurrence, with all unplanned repairs exceeding $1,500 requiring advance written authorization from WVDEP and a 12-month warranty on all labor performed.
