Operations and Maintenance Manual Summary
This document is a Revised Final Operations and Maintenance (O&M) Manual for the Vienna PCE Superfund Site in Vienna, West Virginia, prepared by CDM Smith under EPA Region III Response Action Contract (RAC) No. EPS30706. The manual provides comprehensive guidance for the operation, maintenance, monitoring, and management of three groundwater treatment units (TU1, TU2, and TU3) that employ air sparging, soil vapor extraction (SVE), and groundwater extraction technologies to remediate tetrachloroethene (PCE) contamination. The manual was updated in October 2015 to reflect system modifications following the relocation of TU4 to the Ravenswood PCE Superfund Site in May 2009. The remedial objective is to reduce groundwater PCE concentration to a risk-based drinking water level of 5 micrograms per liter (MCL) to achieve a cumulative excess cancer risk of 1 x 10⁻⁵ and a Hazard Index of 1.0.
The manual establishes recommended staffing positions including a project manager, operator, and project engineer, and provides detailed technical specifications for all equipment, control systems, operating procedures, maintenance schedules, and monitoring requirements. TU1 consists of two 30 HP compressors, a 5 HP SVE blower, and two vapor-phase GAC treatment vessels with 5,000 lbs of carbon each; TU2 includes one 25 HP compressor with 15 air sparge wells; and TU3 comprises two 40 HP compressors, a 15 HP SVE blower, groundwater extraction equipment rated at 20 gallons per minute, bag filtration, and dual liquid-phase GAC vessels with 1,000 lbs of carbon each. The control systems utilize Allen-Bradley programmable logic controllers with operator interface terminals for automated operation, remote monitoring, and alarm notification via email and text messaging, with maintenance intervals ranging from weekly checks to annual comprehensive inspections and carbon replacement as needed based on operational performance and sampling results.

Section 2 Background Information and Overview
| This | section | presents | general | background | information | about | the | Site | and | project, | including | the | ||
| RA | objectives, | a | summary | of | the | design | of | each | TU, | and | the | requirements | for | O&M. |
2.1 Site Description
| The | Vienna | PCE | Site | is | located | in | the | City | of | Vienna | in | the | Ohio | River | Valley | of | West | Virginia. | The |
| contaminated | area | is | an | urbanized | residential | and | commercial | area | surrounding | the | City | of | |||||||
| Vienna | Municipal | Building | (City | Hall) | and | the | Vienna | and | Busy | Bee | Cleaners. | The | City | of | Vienna | is | |||
| located | in | Wood | County, | West | Virginia. | The | county | is | located | in | the | Allegheny | Plateau | section | of | ||||
| the | Appalachian | Plateaus | Geomorphic | Province. | The | topography | of | the | area | is | that | of | a | maturely | |||||
| dissected | plateau, | characterized | by | narrow, | winding | ridges, | steep | sided | stream | valleys, | and | a | |||||||
| dendritic | drainage | pattern. | The | Site | is | situated | on | a | broad, | relatively | flat | floodplain | of | the | Ohio |
River.
| PCE, | a | dry | cleaning | solvent, | has | been | detected | in | the | City | municipal | drinking | water | wells. | Twelve | |
| municipal | water | supply | wells, | located | throughout | the | City, | are | in | the | affected | area. | Within | the | ||
| area | being | evaluated, | two | facilities | have | been | identified | as | being | probable | sources | of | ||||
| groundwater | contamination | and | are | considered | to | be | potential | responsible | parties | (PRPs). | These | |||||
| facilities | are | Vienna | Cleaners | and | Busy | Bee | Cleaners. |
| PCE | contamination | was | first | detected | in | February | 1992 | at | Municipal | Wells | 1 | through | 4, | located | at | ||
| City | Hall. | The | highest | concentrations | of | PCE | were | detected | in | samples | collected | from | these | wells | |||
| in | 1992; | 170, | 390, | 8, | and | 7 | micrograms | per | liter | (µg/L) | were | detected | in | Wells | 1 | through | 4, |
| respectively. | The | City | discontinued | use | of | these | wells | in | June | 1992. | Groundwater | samples | |||||
| collected | from | Municipal | Wells | 5 | and | 6 | by | West | Virginia | Department | of | Environmental | Protection | ||||
| (WVDEP) | on | September | 22 | and | 24, | 1992 | had | PCE | concentrations | of | 70 | ug/L | and | 0.5 | ug/L, | ||
| respectively. | Municipal | Wells | 7 | and | 8 | are | hydraulically | downgradient, | and | there | is | concern | about | ||||
| future | contamination | as | a | result | of | being | downgradient | of | Municipal | Wells | 5 | and | 6. | Municipal | |||
| Wells | 5 | and | 6 | were | removed | from | service | in | 1991, | due | to | PCE | contamination | and | benzene | ||
| contamination | which | originated | from | a | UST. | With | production | at | six | of | the | twelve | wells | ||||
| discontinued, | the | City | faced | a | potential | water | shortage | emergency. | Consequently, | two | additional | ||||||
| municipal | wells | (13 | and | 14) | were | installed | in | 1995, | hydraulically | upgradient | from | the | |||||
| contaminated | areas, | to | serve | as | a | backup | water | supply | in | the | event | of | such | an | emergency. | The | |
| two | wells | were | brought | online | on | March | 10, | 1997 | to | meet | existing | demands. |
| In | May | 1993 | and | 1994, | REAC | personnel | also | found | PCE | at | the | Site. | A | PCE | plume | was | detected | in | |
| soil | gas | and | groundwater | extending | from | just | north | of | the | Vienna | Cleaners | to | the | south | as | far | as | ||
| the | intersection | of | Grand | Central | Avenue | and | 27th | Street. | The | highest | PCE | concentrations | were | ||||||
| found, | in | both | soil | and | groundwater, | in | the | vicinity | of | the | Vienna | Cleaners | and | the | Busy | Bee | |||
| Cleaners. | The | highest | groundwater | concentrations | were | present | in | ERT‐3 | and | ERT‐4 | (4,763 | µg/L | |||||||
| and | 787 | µg/L, | respectively); | these | wells | are | close | to | the | Vienna | and | Busy | Bee | Cleaners. | As | a |

| result, | the | contamination | is | assumed | to | have | originated | from | these | facilities. | A | Remedial | |
| Investigation | (RI) | conducted | in | 2001 | has | further | delineated | the | plumes. | Construction | of | the | |
| groundwater | treatment | units | (TU1, | TU2, | TU3 | and | TU4) | was | completed | in | August | 2005 | by |
| Arrowhead | Contracting | under | subcontract | to | CDM | Smith. | The | TU4 | AS/SVE | system | was | relocated | |
| to | the | Ravenswood | PCE | Superfund | Site | in | May | 2009. |
2.2 Remedial Action Objectives
| The | remedial | objective | of | this | project, | as | described | in | the | 2002 | Record | of | Decision | (ROD), | is | to |
| reduce | the | groundwater | PCE | concentration | to | a | risk | based | drinking | water | level | (1 | x | 10‐5 | ||
| cumulative | excess | cancer | risk | and | a | Hazard | Index | of | 1.0). | Successfully | achieving | the | cumulative | |||
| excess | cancer | risk | goal | will | require | a | reduction | in | the | concentrations | of | PCE | to | at | least | the |
| Maximum | Contaminant | Level | (MCL) | of | 5 | µg/L. | To | meet | the | remedial | objective, | air | sparging | with | ||
| soil | vapor | extraction | (SVE) | systems | were | installed | at | the | following | three | areas: |
Vienna Cleaners Source Area (TU1)
Central Plume Area (TU3)
Busy Bee Source Area (TU4)
| Additionally, | an | air | sparging | system | without | SVE | was | installed | in | the | Vienna | Well | Protection | Area | ||
| (TU2), | downgradient | of | the | leading | edge | of | the | plume, | to | protect | the | active | municipal | supply | ||
| wells | (Wells | 7 | and | 8) | from | becoming | contaminated. | One | groundwater | extraction | well | was | ||||
| installed | at | TU3 | in | the | Central | Plume | Area | to | hydraulically | control | the | plume | and | impede | ||
| migration | of | PCE | towards | nearby | active | municipal | supply | wells. | Extracted | groundwater | is | |||||
| treated | onsite | and | discharged | to | the | City’s | storm | sewer | system. | Table | 2‐1 | lists | the | storm | sewer | |
| and | air | discharge | criteria. |

| logic | controller | (PLC), | Operator | Interface | Terminal | (OIT), | and | associated | control | equipment. | |||||||
| Each | control | panel | is | powered | by | an | uninterruptible | power | supply | which | maintains | power | to | the | |||
| PLC, | OIT, | and | all | input | & | output | circuits | for | 15 | minutes | following | a | power | outage. | Control | system | |
| components, | remote | access | features | and | operational | instructions | are | described | in | the | Sections | ||||||
| that | follow. | The | description | of | the | control | systems | is | based | on | the | components | and | features | |||
| common | to | the | three | systems | currently | installed | on | Site | with | exceptions | as | noted | throughout. |
3.1 Control Panels
| Each | control | panel | is | equipped | with | an | Allen‐Bradley | VersaView | 1500P | 15‐inch | touch‐screen | OIT | |||||||
| from | which | the | on‐site | operator | and | remote | users | control | and | monitor | all | automated | processes | ||||||
| in | the | system | (refer | to | Appendix | P). | The | VersaView | OIT | is | an | industrial | computer | with | a | ||||
| Windows | 7 | Pro | 32‐bit | operating | system, | a | CD‐RW | drive, | 3‐1/2 | inch | floppy | drive, | keyboard, | ||||||
| mouse, | and | several | serial | and | USB | ports | for | peripheral | devices. | The | OIT | is | connected | to | an | Allen‐ | |||
| Bradley | SLC | 5/05 | programmable | controller | located | on | the | panel | behind | the | OIT. | Two | 24VDC | ||||||
| power | supplies | are | provided | in | the | control | panel | at | TU3 | – | one | for | analog | I/O | and | the | other | for | the |
| discrete | 24VDC | circuits | shown | in | the | electrical | schematics. | TU1 | contains | one | 24VDC | power | |||||||
| supply | for | analog | I/O. | TU2 | does | not | contain | a | 24VDC | power | supply | as | there | are | not | any | analog | or | |
| other | 24VDC | circuits. | The | TU3 | control | panel | also | includes | an | Allen‐Bradley | PowerFlex® | 40 | VFD | ||||||
| used | to | control | the | speed | (pumping | rate) | of | the | well | pump | in | extraction | well | EW‐1. |
3.2 Control Logic Overview
| The | control | systems | for | each | Treatment | Unit | are | programmed | with | ladder | logic | to | implement | ||||
| interlocks, | control | system | processes, | cycle | process | equipment, | initiate | local | and | remote | alarms, | ||||||
| and | safely | start | up | and | shut | down | each | system. | The | control | interlocks | are | listed | in | Tables | 3‐1 | |
| through | 3‐3 | for | TU1, | TU2 | and | TU3, | respectively. | AUTO | mode | must | be | selected | for | each | motor | ||
| or | solenoid | valve | in | order | for | the | interlocks | to | function | as | designed. | Any | piece | of | equipment | ||
| placed | in | MAN(ual) | mode | will | have | its | control | interlocks | bypassed. |
| The | control | interlocks | begin | to | function | automatically | upon | start | up. | Clicking | the | System | START | |
| button | on | the | MAIN | screen | first | removes | any | previously | existing | stop | commands, | places | all | |
| process | equipment | in | AUTO | mode, | and | then | sequentially | starts | the | following | in | order: |
TU1
SVE blower, B‐1
SVE solenoid valves (order determined by well cycle schedule and time of day at startup)
Section 3 Control Systems Description
3‐2
Transfer pump, P‐1
Air compressor, AC‐1 (depending on compressor cycle schedule and time of day at startup)
Air compressor, AC‐2 (depending on compressor cycle schedule and time of day at startup)
Sparge solenoid valves (order determined by well cycle schedule and time of day at startup)
TU2
Air compressor, AC‐1
Sparge solenoid valves (order determined by well cycle schedule and time of day at startup)
TU3
SVE blower, B‐1
SVE solenoid valves (order determined by well cycle schedule and time of day at startup)
Extraction well pump
The systems can also be started by the START pushbutton on the front of the control panel.
