About this opportunity
The Utah Inland Port Authority is requesting statements of qualifications for underwriting services to support the issuance of tax differential revenue bonds, special assessment bonds, limited tax general obligation bonds, general obligation bonds, and other capital resources for UIPA and its Public Infrastructure Districts across fifteen project areas throughout Utah, with statements due June 24, 2026 at 5:00 PM Mountain Time and questions due June 17, 2026.
Three mandatory minimum requirements filter eligibility: registration as a Broker-Dealer with the SEC and membership in good standing with FINRA and the MSRB; demonstration of a minimum net capital position of at least $100 million; and prior service as a Senior Manager or Sole Placement Agent on at least three land-secured, tax-increment, or PID bond issuances since 2020.
The evaluation process proceeds in three stages. An initial review assesses responsiveness and mandatory requirements. Technical evaluation scores up to 300 points across general services, firm experience and qualifications, experience of key personnel, and approach and understanding of scope, with a 210-point minimum threshold to advance. An optional interview presentation, anticipated for July 13 or 14, 2026 at UIPA's Salt Lake City offices or conducted virtually at the firm's request, is worth up to 200 points with a 140-point minimum threshold for approval.
UIPA will establish an approved vendor list of qualified underwriters available for 18 months, and multiple underwriting firms may be selected. Statements of qualifications must include an executive summary, detailed firm qualifications with specific transaction lists, key personnel information with organizational charts and resumes, proposed approach and understanding of UIPA's mission, conflicts of interest disclosures, and proof of professional liability insurance with minimum coverage of $5 million. Submissions are due electronically through U3P-Bonfire with a 1 gigabyte file-upload limit per submission.
