About this opportunity

Virginia Department of Transportation (VDOT) Bristol District is soliciting snow and ice removal equipment and operator services on an as-needed basis for the 2026-2027 winter season via the M7B program, with proposals due April 7, 2027, through the plow4va.vdot.virginia.gov platform. Priority consideration is given to Small, Woman, and Minority-Owned Business (SWaM) certified contractors.

Services cover designated VDOT locations within the Abingdon, Lebanon, Wytheville, and Wise residencies in southwest Virginia. Contractors must provide qualified operators with their equipment and submit completed agreements, certificates of insurance, and equipment documentation prior to award. Mandatory Automatic Vehicle Location (AVL) system installation and activation is required by November 9–13, 2026, and December 7–11, 2026. All contractors must attend sign-up sessions and equipment inspections at VDOT residency locations as determined by the designated Contract Administrators.

Compensation is structured on hourly rates for push time (active operations), standby time (50 percent of push rate), and operational rates as specified in district special terms. Mobilization payments of 50 percent of the stated rate per equipment piece are authorized prior to December 31st upon completion of insurance certification, equipment inspection approval, AVL activation, and required training attendance. Initial rigging fees for first-time VDOT equipment installation are provided per district special terms.

This is an indefinite quantity agreement with no guaranteed minimum service calls. The agreement period runs from award through April 30, 2027. Contractors must be registered in Virginia's eVA eProcurement Portal to participate. Insurance requirements include workers' compensation, commercial general liability of $500,000 per occurrence, and automobile liability of $500,000 combined single limit with VDOT named as additional insured. All equipment must comply with federal and state motor vehicle regulations, maintain valid inspections and registrations, and meet OSHA and Virginia occupational safety standards.
