Equipment must be successfully rigged and ready for operations by October 31, 2026. The Farmville Residency will not host open enrollment sessions; sign-ups will occur by appointment only through designated contract managers. All contracted equipment requires AVL (Automatic Vehicle Location) installation by October 31, 2026, and must be operational for VDOT testing on November 9-13, 2026, and December 7-11, 2026. Contractors must return all VDOT-issued equipment by April 30, 2027. The contract encompasses over 50 line items offering various equipment configurations including 4WD pickup trucks, single-axle and multi-axle dump trucks, farm tractors, motor graders, loaders, and operator services (CDL and non-CDL).

Pricing is established on an hourly operational basis, with District maximum hourly rates ranging from $40.00 for non-CDL operators to $279.00 for 150+ HP motor graders with owner-installed front plows. A $1,000 vendor sign-on bonus is available for contractors completing requirements by October 15, 2026 (one per vendor). Equipment mobilization payments vary by type, ranging from $500 for non-licensed equipment and ton trucks to $900 for tandem trucks. First-time equipment rigging performed by VDOT is compensated at $500, with subsequent alterations at $250; vendor-performed rigging is compensated at $1,500 and $500 respectively. Insurance requirements include automobile, general liability, and workers' compensation coverage, with the Commonwealth of Virginia listed as additional insured on liability policies. All contractors must be registered in the Virginia eProcurement Portal (eVA) and possess valid eVA credentials. VDOT encourages certification with the Department of Small Business and Supplier Diversity (SBSD) to support the Commonwealth's goal of allocating 42% of state funds to certified small businesses. Invoices are paid after each snow event based on operational hourly rates utilized.
