About this opportunity
The Virginia Department of Transportation is soliciting equipment with operators for emergency snow and ice removal services in the Culpeper District under an indefinite-quantity agreement with proposals due February 13, 2027, with electronic registration in plow4VA opening July 6, 2026.
Small, Women, and Minority-owned Business (SWaM) certified contractors receive priority call status — a material competitive advantage in dispatch sequencing. All vendors must register in the Virginia eProcurement Portal (eVA) and submit bids through plow4va.vdot.virginia.gov. Virtual and in-person registration assistance is available through Residency Contract Managers in Charlottesville, Louisa, and Warrenton.
The scope covers licensed and unlicensed equipment (trucks, loaders, graders) with experienced operators to perform plowing, spreading, and ice treatment on state roadways during winter weather events. VDOT provides Automatic Vehicle Location (AVL) system devices (Cal/Amp systems) at no cost to contractors, with mandatory installation by November 9–13, 2026 and December 7–11, 2026. All equipment must pass VDOT inspection and verification prior to award. Contractors bear rigging fees for initial truck installation and alterations exceeding standard requirements per the District's Special Terms and Conditions.
The agreement runs from award date through April 30 of the following year on an on-call basis with no guaranteed minimum work volume. VDOT reserves the right to use only its own equipment or call in contracted equipment based on location, equipment type, and cost-effectiveness. Contractors submit firm hourly rates for Push Time (active operations) and Standby Time (50% of Push Rate), with rates fixed after award.
Required insurance includes statutory workers' compensation, employer's liability ($100,000 minimum), commercial general liability or equivalent ($500,000 per occurrence), and automobile liability ($500,000 combined single limit). Contractors must maintain valid commercial driver's licenses where required, proper equipment licensing and state inspections, English-language operator communication capability, and comply with Virginia occupational safety standards. Two VDOT environmental training modules must be completed within 30 days of award.
