About this opportunity
Collier County, Florida, is pursuing a single-source procurement for the Event Impact Calculator (EIC) from Destinations International, a specialized service designed to measure the economic value of events and calculate their return on investment for local taxes. The procurement specifically targets a platform developed by Tourism Economics, an Oxford Economics Company, which provides industry-standard economic impact measurements for conferences, meetings, sports events, and arts and cultural events. The EIC draws from ten different data sources and is currently utilized by over 300 destination organizations worldwide, offering a comprehensive tool for destination marketing organizations like Naples, Marco Island, and Everglades Convention and Visitors Bureau. The proposed contract term spans from November 14, 2025, through September 30, 2029, with a submission deadline of December 9, 2025, at 3:00 p.m. Interested parties may contest the single-source designation by submitting written documentation demonstrating the existence of alternative qualified sources through the Collier County Procurement Services Division Online Bidding System.
The procurement does not specify explicit set-aside designations or restrictions for specific types of organizations. No incumbent vendor information beyond Destinations International is provided, and no specific budget range or award value is detailed in the documentation. The single-source justification field is marked as "NO VALUE," indicating no specific alternative rationale was documented. The Procurement Services Division and the requesting department retain sole discretion in approving the single-source designation, and this decision is not subject to objection, protest, or appeal. The EIC platform's unique characteristics, including its global standard status and comprehensive data sourcing, appear to be the primary justification for the direct procurement approach. Potential respondents should be prepared to demonstrate comparable capabilities if they wish to challenge the single-source determination before the December 9, 2025 deadline.
Opportunity text
Description of Intended Products or Services Provided:
The Event Impact Calculator (EIC) measures the economic value of an event and calculates its return on investment to local taxes. Armed with this information, destination organizations and Naples, Marco Island, and Everglades Convention and Visitors Bureau are better prepared to make the case to policymakers and stakeholders for the ongoing development and growth of the events and meetings sectors. Updated annually, the calculator draws on ten different data sources to provide an industry-wide standard. The EIC is utilized by over 300 destination organizations worldwide and is the global standard for measuring net new money coming to a community because of meetings and events. The models and platform have been developed by Tourism Economics, an Oxford Economics Company. The platform is utilized for three types of activities: conferences/meetings, sports events, and arts and cultural events and festivals.
