About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division, has issued a Notice of Intent to Award (NITA 260000000147) for electrical infrastructure upgrades at the Richard A. Handlon Correctional Facility in Ionia, Michigan, with a due date of July 14, 2026. Glen Construction, LLC of Clio, Michigan is the recommended awardee at $4,607,654.00 after the low bidder, Amble Electric, LLC, withdrew its bid on April 8, 2026, following a determination that its bid was incomplete and nonresponsive.
The scope encompasses preventative maintenance on medium-voltage electrical gear, replacement of unit substations across multiple buildings, replacement of circuit breaker panels, removal of obsolete equipment, addition of surge suppression systems in housing units and facility buildings, concrete pad installation with ground-penetrating radar and hydro vac services, provision of a portable generator for continued building operations, and site restoration. The contract requires unit pricing for soil removal and replacement and demonstration of knowledge of Michigan Department of Corrections electrical standards. Substantial completion is due May 4, 2028 (24 months), with final completion by June 4, 2028.
Three bids were received on March 18, 2026: Amble Electric at $3,000,000.00; Centennial Electric, LLC at $4,410,000.00; and Glen Construction at $4,607,654.00. All bids included a 5.0 percent bid bond. Glen Construction was selected based on best-value evaluation incorporating price and qualitative factors, meeting all responsiveness and responsibility criteria including satisfactory safety ratings, acceptable project superintendent qualifications, and successful past performance with similar projects. A QDV (Qualified Disabled Veteran) preference was applied to the bidding process. Funding draws from three sources: $809,433.00 from agency 472 (Maintenance Projects); $1,893,132.00 from agency 171 (Department of Corrections, appropriation code 6450, activity code 7479); and $1,905,089.00 from agency 472 (Maintenance Projects, object code 6820, function code FMTU). The pre-bid walkthrough was held February 17, 2026, at 11:00 a.m. ET; questions were due February 26, 2026.
