About this file
This is a Contractor Recommendation Letter and Best Value Evaluation documentation from Matrix Consulting Engineers, Inc. regarding an electrical infrastructure upgrade project at the Richard A. Handlon Correctional Facility for the State of Michigan Department of Technology, Management and Budget (DTMB) Design and Construction Division, in coordination with the Michigan Department of Corrections (MDOC). The project scope includes preventative maintenance on medium-voltage gear, replacement of unit substations in multiple buildings, replacement of circuit breaker panels, removal of obsolete electrical equipment, addition of surge suppression systems across multiple housing units and facility buildings, and site restoration. Three bids were received on March 18, 2026, with bid opening scheduled for March 4, 2026, at 2:00 p.m. ET. The project requires mandatory attendance at a pre-bid walk-through held on February 17, 2026, at 11:00 a.m. ET, with questions accepted until February 26, 2026, at 12:00 noon. The substantial completion deadline is May 4, 2028 (24 months), with final completion by June 4, 2028 (30 days). The contract is located at the Handlon Correctional Facility at 1728 Bluewater Highway, Ionia, Michigan 48846.
The three bids received were: Amble Electric, LLC at $3,000,000.00; Centennial Electric, LLC at $4,410,000.00; and Glen Construction, LLC at $4,607,654.00. Matrix Consulting Engineers and Amble Electric determined that the low bid was incomplete and should not be considered. Glen Construction, LLC was recommended as the best value for the State of Michigan at $4,607,654.00. Glen Construction subsequently became the selected contractor after Amble Electric withdrew its bid on April 8, 2026. All bids included a 5.0 percent bid bond requirement. The evaluation determined that Glen Construction met all responsiveness and responsibility criteria, including being a Michigan firm with satisfactory safety ratings, acceptable project superintendent qualifications, successful past performance with similar projects, and satisfactory responses to project-specific qualifications including unit pricing for soil removal and replacement, provision of a portable generator for continued building operations, inclusion of concrete pad installation with ground-penetrating radar and hydro vac services, and demonstrated knowledge of Michigan Department of Corrections electrical standards.

Jared, This letter is to formally recommend a contractor for the above project.
Three (3) bids were received on March 18, 2026. We interviewed all contractors. The bid summary is as follows:
