About this opportunity

The Texas Military Department (TMD) issued a Request for Qualifications (RFQ) on May 6, 2026, for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for professional architectural and engineering services. The submission deadline is June 23, 2026, at 1:00 PM Central Time, with questions due by May 20, 2026, and answers provided by approximately June 9, 2026. TMD seeks qualified prime architectural/engineering firms capable of self-performing at least three core disciplines including architecture, civil engineering, mechanical/electrical/plumbing engineering, structural engineering, geotechnical engineering, or roof consulting, with demonstrated subcontracting capability for additional services. The IDIQ contract encompasses a comprehensive portfolio of capital improvement projects across multiple Texas Military Department facilities for fiscal years 2027 and 2028, including major maintenance renovations, roof replacements, restoration work, new construction initiatives, and energy resilience improvements at facilities in El Campo, Taylor, Weslaco, Camp Bullis, Camp Mabry, Camp Swift, Fort Wolters, Ellington Field, Midland, Fort Worth, Houston, Camp Bowie, Corpus Christi, and Waco. Services include three types of deliverables: Type A (mobilization and pre-design services), Type B (design development and bidding document preparation), and Type C (optional construction administration services), spanning schematic design through contract document preparation and optional construction phase administration. The initial IDIQ term extends through September 30, 2028, with three optional one-year renewal periods available through September 30, 2031, subject to mutual agreement and funding availability. TMD anticipates announcing IDIQ selections by approximately September 1, 2026, and evaluation will be conducted on a 100-point scale based on submission format, questionnaire responses, execution of services capability, relevant experience, proposed methodology, and quality assurance measures. Selected firms must maintain current business entity registration with the Texas Board of Professional Engineers and Land Surveyors or Texas Board of Architectural Examiners and provide evidence of specified insurance coverage including commercial general liability and professional liability of $2,000,000 each, workers' compensation coverage, and business automobile liability of $2,000,000.

The RFQ includes a mandatory HUB (Historically Underutilized Business) Subcontracting Plan requirement for all respondents, as determined under Texas Government Code Chapter 2161 and 34 Texas Administrative Code 20.285. Respondents must complete and submit the HUB Subcontracting Plan template with their bid response to be considered responsive, identifying whether they will use only Texas-certified HUBs, mix HUBs with non-HUBs, or self-perform the entire contract, and demonstrating good faith efforts to utilize certified HUBs through either Method A (meeting HUB goals) or Method B (notifying at least three HUBs and two trade organizations). All A/E personnel and subconsultants must be verified through the U.S. Department of Homeland Security's E-Verify system, and out-of-state vendors must provide a Certificate of Authority to do business in Texas. No specific incumbent vendor information is identified in the RFQ materials. The RFQ has no stated monetary value due to its indefinite nature; however, Exhibit A identifies projected construction costs for FY27-28 projects ranging from $500,000 to $8,100,000, with significant undertakings including the Camp Mabry 66 USPFO Major Maintenance Renovation at $8,100,000 and the El Campo Readiness Center renovation at $6,975,000, while FY2028 projects represent substantially larger investments ranging from $330,000 to $104,000,000, with the Houston Area Regional Readiness Center New Construction project representing the largest single initiative at $104,000,000. Individual project-specific fees will be negotiated upon assignment through separate Professional Architectural/Engineering Services Agreements executed between TMD and selected firms upon issuance of a Notice to Proceed, with each project-specific assignment requiring separate proposal submission within ten business days of TMD's request.
