About this file

This Addendum 1 document modifies the Request for Qualifications (RFQ) issued by the Texas Military Department for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for professional architectural and engineering services (Solicitation No. TMD26-CFMO-4012026). The addendum, effective June 9, 2026, clarifies critical eligibility requirements and submission procedures through a comprehensive Question & Answer section and an updated Subcontracting Plan template. Key clarifications establish that prime respondents must self-perform at least three of six listed core architectural/engineering services (architecture, civil engineering, mechanical/electrical/plumbing, structural engineering, geotechnical engineering, or roof consulting) using in-house employees, with joint ventures permitted if properly formed and legally authorized in Texas. The addendum confirms that experience demonstrations must reflect work completed within the past three years, that five total Project Narratives covering the past five years are required (with construction completion status acceptable if ongoing), and that font requirements allow smaller sizes in graphics and tables provided content remains legible. The IDIQ contract encompasses capital improvement projects across multiple Texas Military Department facilities through September 30, 2028, with three optional one-year renewal periods, and the submission deadline remains June 23, 2026, at 1:00 PM Central Time.

The updated Subcontracting Plan template mandates compliance with Texas Government Code Chapter 2161 and 34 Texas Administrative Code Section 20.285, requiring all respondents—whether self-performing or subcontracting—to complete and submit the plan to be considered responsive. The template applies to the Veteran Heroes United in Business (VetHUB) program, replacing previous HUB requirements, and requires vendors to demonstrate good faith efforts in recruiting certified VetHUBs through notification of opportunities with at least seven business days for response. All subcontractors must be listed and approved by the agency prior to hiring or modification, with enforcement remedies available up to debarment for non-compliance. The addendum addresses anticipated procurement of design services for new construction projects (Houston Area Regional Readiness Center and Camp Bowie Training Center Upgrades, Phase 2) through project-specific solicitations issued to IDIQ participants rather than standalone RFQs, with selection for the IDIQ providing no guarantee of work assignment. Professional Architectural/Engineering Services Agreements governing project-specific assignments will incorporate the standard agreement included as Exhibit D of the RFQ, Uniform General Conditions, and Supplemental General Conditions for Texas Military Department Construction Projects, with mandatory indemnification provisions applying throughout the IDIQ term.

Question & Answer Document

# Question Answer do we have to submit on three core disciplines or can we do three disciplines including one “core” and two “related” professional services?

No. In accordance with Section 2.2 of the RFQ, the Respondent must demonstrate the capability to self-perform at least three (3) of the listed core Architectural/Engineering Services disciplines. Related Professional Services do not satisfy the minimum core discipline requirement.

As a firm, we can provide two of the three core services (Geotechnical engineering and roof consulting) and then two of the related professional services (materials testing and environmental) . Would our firm be eligible to submit as the prime consultant or would we need to participate as a subconsultant?

See Response to Question 1.

Please confirm whether an A/E firm may serve as the prime if it cannot self-perform at least three of the listed core disciplines but proposes qualified subcontractors for those services. Is the requirement to self-perform at least three core disciplines mandatory for the prime?

See Response to Question 1.

Section 2.2, Scope of Services: Can you clarify whether "self-perform" means the prime firm must provide those disciplines entirely with its own in-house employees, or can subconsultants on the prime's proposed team be used to meet the three-discipline minimum?

For purposes of this RFQ, “self-perform” means the prime Respondent performs the services using its own in-house employees and resources rather than through subcontractors or subconsultants. Refer to Section 2.2 of the RFQ.

Section 2.2, Scope of Services: If a firm pursues this RFQ as a Joint Venture, do the in-house disciplines of the Joint Venture partner count toward the prime's three-discipline self-performance minimum?

Yes. TMD may consider the combined in-house capabilities of a properly formed joint venture entity in determining compliance with the minimum self-performance requirements, provided the joint venture is legally authorized to perform work in the State of Texas. The RFQ submission must be submitted under the Joint Venture, and all agreements issued under the IDIQ will be awarded to the Joint Venture.

Section II, 2.2 Scope of Services requires the prime to self-perform 3 of the 6 listed core Architectural / Engineering Services.

There is a limited number of firms that can self-perform 3 of the core services shown. Will TMD reconsider this requirement to allow more firms to compete for these contracts?

No. The requirements for selection remain as stated in Section 2.2 of the

RFQ.

Section 2.2 of the RFQ lists Related Professional Services in which the selected firm must demonstrate capability. This list includes "Professional Consulting." Can you clarify what is intended for this service?

“Professional Consulting” services identified in Section 2.2 of the RFQ are intended to be performed as part of the professional Architectural/Engineering services procured pursuant to Texas Government Code Chapter 2254, Subchapter A, and in support of projects assigned under the IDIQ. Such services are intended to support licensed professional Architectural/Engineering services and, where applicable, may require preparation under the supervision of and sealing by appropriately licensed design professionals.

Section II, 2.2 Scope of Services requires the prime to self-perform 3 of the 6 listed core Architectural / Engineering Services.

Would TMD allow for 2 firms with the same ownership to collectively submit as the Prime to fulfill this requirement?

See Response to Question 5.

Section 4.1.c of the RFQ states that the font must be Aptos and not smaller than 11 point. Can the font in graphics and the organization chart be smaller than 11 point?

The font requirement identified in Section 4.1(c) of the RFQ applies to the primary narrative text of the submission. Smaller font sizes may be used within graphics, tables, charts, schedules, or similar supporting visual materials, provided the content remains legible and suitable for evaluation.

Section 4.1 GENERAL (c.) states that the font must be Aptos and at least 11 point. May we use a smaller Aptos font for tables and graphics?

See Response to Question 9.

Section IV, 4.2.d.2.i. requests a description of the A/E’s experience within the self-performed disciplines. Does this experience need to be within the last 3 years?

Yes. Refer to Section 2.2 of the RFQ. The required self-performed core Architectural/Engineering Services disciplines must reflect experience within the past three (3) years.

Section IV, 4.2.e.4. requests Project Narratives for projects completed within the last 5 years. Are we to submit 5 projects for each construction value (i-iv) or 5 projects total that may or may not incorporate the construction values and delivery methods shown in i-iv?

A total of five (5) Project Narratives are required. The narratives should collectively demonstrate relevant experience across the project types and construction value ranges identified in Section 4.2.e.4 of the RFQ.

QUESTIONS AND ANSWERS

TMD26-CFMO-4012026

Section IV, 4.2.e.4. requests Project Narratives for projects completed within the last 5 years. Are all Project Narratives required to be led by the Prime, or can we have Project Narratives from our Sub-Consultants?

Project Narratives should reflect projects where the Respondent served as the prime professional services provider. Projects Narratives may also demonstrate where proposed subconsultants supported major portions of the scope.

Section IV, 4.2.e.4. requests Project Narratives for projects completed within the last 5 years. Are the initial/final budgets and initial/final schedules for these projects referring to the design or construction budgets and schedules?

The budget and schedule information shall pertain to the construction effort for the referenced project.

Section 6.2. RFQ Representations and Certifications: Where should the completed Representations and Certifications form (page 16 of the RFQ) be placed in the submittal.

The completed and signed Section VI – Submission Certifications page included on Page 16 of the RFQ shall be included in the submission immediately following the Table of Contents and prior to Tab 1.

Page 9 of the RFQ specifies that Project Narratives should include “projects completed within the past five (5) years." Does completed refer to construction completed or design completed? In addition, are relevant projects allowed to be submitted if construction is still ongoing?

Yes. Project Narratives may include current or ongoing construction projects, provided the submitted budget and schedule information reflects the current projected status of the referenced project.

17 Where should Page 16 of the RFQ be included in our submission? See Response to Question 15.

Exhibit A identifies two new construction projects – Houston Area Regional Readiness Center and Camp Bowie – Training Center Upgrades, Phase 2. Will the design for these project be accomplished under this IDIQ contract or will TMD procure the design for these facilities under project specific RFPs or RFQs?

Exhibit A is provided for planning purposes only and represents anticipated requirements. TMD anticipates procuring professional Architectural/Engineering services for these projects through project-specific solicitations issued to firms selected for participation in the IDIQ rather than through separate standalone RFQs. Selection for the IDIQ does not guarantee assignment of any work. TMD reserves the right to modify, add, or remove projects based on mission needs, program priorities, funding availability, or other agency requirements.

Is the Historically Underutilized Business (HUB)/Veteran Heroes United in Business (VetHUB) program remain applicable to this RFQ and future project-specific agreements issued under the IDIQ in light of recent program changes?

Yes. Per 34 Texas Administrative Code Chapter 20, Subchapter D, Division 1, the Veteran Heroes United in Business (VetHUB) program remains active and applicable in accordance with current Texas Comptroller of Public Accounts (CPA) rules and requirements. Respondents shall reference Addendum 1 Attachment B, Updated Exhibit C – Subcontracting Plan (Template) issued with this Addendum, which replaces Exhibit C – VetHUB Subcontracting Plan (Template) originally issued with the solicitation.

What agreement terms and conditions will govern project-specific assignments issued under the IDIQ?

Project-specific assignments issued under the IDIQ will be governed by the Professional Architectural/Engineering Services Agreement included as Exhibit D of the RFQ, together with all incorporated documents, including the Uniform General Conditions and Supplemental General Conditions for Texas Military Department Construction Projects, and all applicable addenda.

Will the indemnification provisions included in the RFQ and associated Professional Architectural/Engineering Services Agreement apply to project-specific agreements issued under the IDIQ?

Yes. The indemnification provisions included in the RFQ and associated Professional Architectural/Engineering Services Agreement are mandatory requirements of this solicitation and will apply to all project-specific agreements issued under the IDIQ.

Rev. 5/26

State of Texas Subcontracting Plan When is a subcontracting plan required?

A subcontracting plan is required for state of Texas contracts when the contracting agency has determined that subcontracting opportunities are probable with prospective vendors certified by the Texas Comptroller through the Veteran Heroes United in Business (VetHUB) program, for a contract with an expected value of $100,000 or more. (Texas Government Code Chapter 2161, Subchapter F; 34 Texas Administrative Code Section 20.285.)

When a state agency requires a subcontracting plan as part of the contract solicitation, a bid, proposal, offer or other applicable expression of interest must contain a completed plan to be considered responsive.

Who completes a subcontracting plan?

Every responding vendor — whether a prime contractor or self-performing with no subcontractors — must submit a complete subcontracting plan.

A vendor who intends to use subcontractors must demonstrate their good faith effort to recruit certified VetHUBs, whether or not they ultimately award business to them. A state agency will not use the subcontractors’ VetHUB status to select the winning vendor. All subcontractors must be listed in the subcontracting plan.

A self-performing vendor who will not subcontract any of the work on the contract must indicate that it will complete the con-tract with its own resources and submit the completed subcontracting plan.

Does a subcontracting plan have to be followed?

The subcontracting plan forms part of the contract. Subcontractors may not be dropped or replaced without amending the subcontracting plan with approval by the agency. A self-performing contractor may not use subcontractors without amending the subcontracting plan.
