About this opportunity
The Office of the Governor of Texas is requesting proposals for tourism public relations and marketing services in Mexico under RFP 301-26-06599, with proposals due July 1, 2026 at 2:00 p.m. CT. The contractor must establish and maintain a fully operational physical office within Mexico within 30 days of contract execution and dedicate a bilingual key account team with demonstrated tourism and travel marketing experience, including a dedicated Account Manager providing senior strategic leadership and direct Spanish-language client service on a regular basis from the in-market location. Teaming arrangements are permitted where a subcontractor maintains the physical office while the prime contractor provides senior leadership from within the target market.
The scope encompasses comprehensive tourism public relations and marketing services targeting Mexico as the primary market, including media relations, social media strategy, consumer promotions, travel trade relations, promotional functions, creative services, and crisis management. The contractor must submit detailed monthly, quarterly, and annual reports demonstrating measurable results using advertising value equivalency and industry-standard metrics, with liquidated damages of $50 per day for late reporting submissions.
The maximum contract amount is $300,000 for the initial performance period (September 1, 2026 through August 31, 2027), with three optional 12-month renewal periods through August 31, 2030, and potential extension through February 28, 2031. Respondents have discretion in allocating resources between monthly service fees and reimbursable expenses. There is no incumbent contractor.
Phase I evaluation covers company information and financial responsibility (5%), experience and qualifications (15%), response content and responsiveness (20%), proposed solution (40%), and compensation (20%). The top three Phase I respondents advance to Phase II, presenting strategies in Austin or via videoconference (1.5 hours presentation plus 30 minutes questions). Phase III may include best and final offer negotiations. A HUB Subcontracting Plan is mandatory under Texas Government Code Section 2161.252(b). Respondents must submit three hard copies and one original in three-ring binders plus a searchable PDF on USB drive.
