The solicitation seeks a contractor to provide strategic marketing and public relations services for Travel Texas in Mexico, with the contract expected to commence on September 1, 2026. Key operational requirements include maintaining a fully operational physical office within the primary target market in Mexico, with key account staff providing day-to-day operations from this location. The physical office does not need to be established prior to proposal submission but must be established within 30 days of contract execution. There is currently no incumbent contractor providing these services, making all qualified respondents eligible to submit proposals.

The maximum contract amount is $300,000, with respondents having discretion in allocating resources between monthly service fees and reimbursable expenses, provided the allocation demonstrates the ability to meet RFP requirements and provide best value to the Governor's Office. Respondents are encouraged to structure their budgets strategically to showcase their capability to fulfill the contract objectives. The solicitation permits teaming arrangements where subcontractors maintain the physical in-market office while the prime contractor provides senior strategic leadership and direct Spanish-language client service from within the target market on a regular basis, satisfying the operational requirements outlined in Section 5.18.

Tourism Public Relations Marketing Services in the United Mexican States

Vendor Questions

Question 1: Section 5.18 requires the Contractor to maintain a fully operational physical office located within the primary Target Market. Please clarify whether a teaming arrangement in which a subcontractor maintains the physical in-market office, while the prime contractor's principal provides senior strategic leadership and direct Spanish-language client service from within the Target Market on a regular basis, satisfies this requirement.

Response: Please be advised that section 5.18 of the solicitation states that key members of the Contractor’s Travel Texas account staff shall be located at, and provide day-to-day operations from the Contractor’s office.

Question 2: Please confirm whether there is a current contractor providing services under this or a predecessor contract for the Mexico market, and if so, whether the incumbent is eligible to respond to this solicitation.

Response: There is currently no contractor providing these services. Any respondent that meets the requirements outlined in the RFP is eligible to submit a proposal for consideration.

Question 3: Does the physical office requirement in Section 5.18 need to be established prior to proposal submission, or is a commitment to establish the office by the anticipated contract start date of September 1, 2026, sufficient?

Response: No – the physical office does not need to be established before the submission of the proposal. However, it is expected that the winning bidder would establish a physical office quickly upon execution of a contract. Historically, Travel Texas has asked that similar offices be established withing 30 days of the contract’s effective date.

Question 4: Is there a recommended or expected allocation between Monthly Service Fees and Reimbursables within the $300,000 Maximum Contract Amount, or is the allocation entirely at the Respondent's discretion?

Response: In the proposal, the allocation of resources may be made at the respondent’s discretion.

However, respondents are encouraged to allocate resources in a manner that best demonstrates their ability to meet the requirements and objectives of the RFP and provide the best value to the Governor’s Office.
