About this opportunity

The City of Huntsville, Texas is requesting proposals for comprehensive custodial services across approximately 16 municipal facilities, with proposals due July 1, 2026 at 2:00 p.m. and a mandatory site visit on June 10, 2026 at 10:00 a.m. (pre-registration required by June 9).

The scope covers daily, weekly, and monthly cleaning services including waste management, floor care, restroom sanitization, surface disinfection, dusting, and kitchen/breakroom maintenance at City Hall, the Public Library, Service Center, Municipal Airport, Sam Houston Visitor Center, fire stations, and other municipal buildings. Vendors must provide pricing for monthly service costs at each location and hourly rates for supplemental work — floor stripping, waxing, buffing, carpet stain removal, window cleaning, and general custodial labor. Consumables are invoiced separately and managed onsite by the vendor.

The contract term runs from award through September 30, 2027, with four optional one-year renewal periods extending through September 30, 2031. Evaluation uses best-value criteria: cost and references (50 points), related experience and qualifications (40 points), and responsiveness and completeness (10 points). Vendors must submit at least four recent custodial projects, a staffing chart, and three references from companies serviced within the preceding twelve months.

Required insurance includes Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Commercial Automobile Liability ($300,000 per occurrence), and Workers' Compensation. Vendors must complete a Conflict of Interest Questionnaire, Form 1295 Certificate of Interested Parties (if awarded), and state verification forms regarding critical infrastructure, energy company boycotts, firearm policies, foreign terrorist organizations, and Israel boycotts.

Questions are due June 23, 2026 at 2:00 p.m. Final addenda will be posted by June 25, 2026 at 5:00 p.m.
