About this opportunity

The Texas Health and Human Services Commission (HHSC), on behalf of Vernon State Hospital, is requesting competitive bids on HVAC and plumbing parts and supplies under Formal IFB No. HHS0017447, with responses due June 30, 2026 at 10:30 AM. A HUB (Historically Underutilized Business) Subcontracting Plan is required under Texas Government Code Chapter 2161.

The scope comprises 27 line items of plumbing and water-heating equipment and components, including electric point-of-use water heaters (6-gallon and 10-gallon models), a 50-gallon electric water heater, circulation pumps, thermostatic mixing valves, copper tubing, flanges, gaskets, flexible connectors, and replacement cartridges. Equal or alternative products may be proposed with supporting technical literature. The agency will not accept reworked, previously refused, or second-grade products.

The total contract value is up to $50,000 based on historical spend. The contract term runs September 1, 2026 through August 31, 2027, with HHSC retaining an option to extend for up to one additional year. Both HHSC and the Department of State Health Services (DSHS) are entitled to use any resulting contract. Pricing must be submitted on the Pricing Sheet (Exhibit C) as firm, fixed prices on an F.O.B. Destination basis with freight prepaid and included in the total quoted price; standard delivery is 14 days after purchase order receipt. No guarantee of volume, usage, or compensation is provided, and all contracts are subject to appropriations and fund availability.

A critical operational requirement is that the bidder's warehouse or store location must be within 50 miles of Vernon State Hospital at 4730 College Drive, Vernon, Texas 76384, as agency personnel may need to pick up items within two hours. Award will be made to the bidder offering best value based on meeting specifications, ability to meet delivery requirements, and price. Questions are due June 16, 2026 at 10:30 AM; responses will post as an addendum on June 23. Responses must include completed Exhibit A (HHS Solicitation Affirmations) and Exhibit C (Pricing Sheet) to avoid disqualification. Submissions may be sent via email to pcsbids@hhsc.texas.gov, the HHS Online Bid Room, or hand delivery or overnight mail of a USB drive.
