About this opportunity
The Texas Health and Human Services Commission (HHSC) Purchasing and Contracting Services division is soliciting competitive sealed bids for roof replacement services at the Mexia State Supported Living Center (MSSLC) General Store, Building 673, located at 200 East Rusk Street, Mexia, Texas 76667. The project encompasses complete removal of the existing composition shingle roofing system and installation of a new standing seam metal roof on the 4,668 square foot structure, including roof demolition, decking inspection and repair, underlayment installation, roof ventilation system evaluation and installation, standing seam metal roofing with hidden fasteners in matte black finish, trim and flashing installation, and a new six-inch gutter drainage system. All work must comply with OSHA, Texas Association of Builders, and American Society of Civil Engineers standards. Bidders must submit pricing on a firm, fixed-price basis using the Exhibit C Pricing Sheet and must include all labor, equipment, materials, supplies, and related expenses. Qualified bidders must demonstrate a minimum of five years of relevant roofing experience, with assigned personnel possessing at least three years of relevant experience, and must provide a minimum of three verifiable references for similar contracts completed within the last five years. The contractor must maintain comprehensive insurance coverage including workers' compensation ($1,000,000 employer's liability per accident), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), commercial automobile liability ($1,000,000), professional liability ($1,000,000), and umbrella liability ($1,000,000), and must provide one-year minimum warranty on all labor and workmanship plus manufacturer warranties on materials. Mandatory site visits are scheduled for May 12, 2026 at 2:00 PM and May 13, 2026 at 11:00 AM; the questions and clarifications deadline is May 14, 2026 at 5:00 PM with responses posted by May 18, 2026; and bid responses must be received by June 1, 2026 at 10:30 AM. The contract will commence upon award and expire August 31, 2027, with an extension option of up to one year available at HHSC's sole discretion.
This procurement includes a mandatory Historically Underutilized Business (HUB) Subcontracting Plan requirement with a 32.9% HUB utilization goal for Special Trade Construction work, applicable to all bidders regardless of HUB certification status. Bidders must demonstrate good-faith effort to utilize certified Texas HUBs through one of five specified methods, with failure to submit a compliant HUB Subcontracting Plan resulting in bid rejection as non-responsive. All personnel must undergo statewide criminal and sex offender background checks prior to work commencement at the contractor's expense. Bidders must complete and submit Exhibit A (HHS Solicitation Affirmations), Exhibit D (Bidder Reference and Contractor Qualifications Form), Exhibit F (HUB Subcontracting Plan), and Exhibit G (Form 4109 for Texas Identification Number if applicable), along with acknowledgment of any issued addenda and supporting documentation demonstrating financial capability and capacity to perform contract requirements. HHSC reserves the right to select the bidder offering the best value rather than the lowest price based on the bidder's ability to meet IFB requirements, performance delivery capability, and price. No incumbent vendors or specific budget ranges are listed in the solicitation materials, though the contract value likely exceeds $100,000 based on the HUB subcontracting threshold and project scope. Both HHSC and the Department of State Health Services (DSHS) are entitled to use any resulting contract.
