This Solicitation Addendum No. 2 document is issued by the Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division in response to bidder inquiries regarding the roof replacement project at the Mexia State Supported Living Center (MSSLC) General Store, Building 673. The addendum addresses 48 questions submitted by potential bidders and provides clarifications on project specifications, materials, and operational requirements. The project involves complete removal of existing composition shingle roofing and installation of a new standing seam metal roofing system on a 4,668 square-foot structure, including demolition, decking inspection and repair, underlayment installation, roof ventilation evaluation, standing seam metal roofing with hidden fasteners in matte black finish, trim and flashing installation, and a new six-inch gutter drainage system. Mandatory site visits were conducted on May 12, 2026 at 2:00 PM and May 13, 2026 at 11:00 AM, with the questions and clarifications deadline established as May 14, 2026 at 5:00 PM and responses posted by May 18, 2026. Bid responses are due June 1, 2026 at 10:30 AM. The contract commences upon award and expires August 31, 2027, with no renewal options available.

Key technical specifications clarified in the addendum include the requirement for 24-gauge mechanically locked standing seam metal roofing with Kynar (PVDF) finish in matte black, High Temp Ice and Water shield underlayment, continuous ridge vent system compatible with standing seam roofing, continuous six-inch seamless gutters and downspouts in matte black finish, and a 20-year manufacturer watertight warranty plus one-year contractor warranty on all labor and workmanship. Bidders must include a $25,000 contingency cost within their total bid price to cover potential roof decking repairs or replacement, with the existing decking confirmed as 4x8 plywood sheets at 5/8-inch thickness. The facility will remain occupied during construction, with the facility coordinating building closure during roof demolition. Dumpsters are permitted in the fenced area behind the building, and contractors must provide portable toilet facilities, comply with all OSHA safety requirements, and implement a safety plan as a submittal. The document includes jobsite walkthrough sign-in sheets documenting attendees from multiple roofing and construction firms who participated in the mandatory site visits, demonstrating significant bidder interest in the project.

1. I am requesting the drawings for this project.

See the existing building as-built drawings attached to this addendum.

2.

Is there an engineer's estimate available for the project?

This information cannot be disclosed, due to it being part of the budget for this bid solicitation.

3.

Contractor must begin services within ten (10) business days of contract award.

Is this requirement meaning materials and labor must be started within ten days? Or does this mean that we must have materials ordered and scheduled within

Effective Date 06/26/2015 Page 2 of 15 Reviewed Date 09/18/2025

4.

Existing Roof Demolition

1. Contractor shall remove all waste at the end of each day of services to ensure there is no remaining debris on property.

o Are we allowed to have a dumpster on location to dispose of debris or are we to expect to have to remove all trash and dumpsters daily?

Yes, a dumpster will be allowed on site, and it does not have to be emptied every day. We would like the building site to be cleaned daily from all debris.

A dumpster can be placed in the fenced area behind the building. The Contractor will need to supply a lock, and the facility will double lock the gate.
