About this opportunity

Texas Parks and Wildlife Department is requesting bids for a blanket contract to supply GPS collars for ungulate wildlife tracking, with bids due June 18, 2026 at 2:00 p.m. Central Time. The procurement is an IFB for 50 GPS collars suitable for bighorn sheep, mule deer, pronghorn, aoudad, and elk, with unlimited data satellite service included.

Respondents may claim Texas bidder preference, veteran-owned business preference, or service-disabled veteran-owned business preference under Texas procurement rules. The scope requires new GPS collars meeting detailed technical specifications: weight between 400–850 grams, minimum three-year battery life, internal drop-off mechanisms, Iridium satellite signal capability, mortality sensors, VHF beacons, and virtual fence functionality. Acceptable models include Vectronics VERTEX PLUS/LITE, Lotek Litetrack Iridium 420, or TPWD-approved equivalents. Unit pricing must include all shipping, handling, fuel surcharges, delivery fees, and tariffs. The contract includes an unlimited data service plan with the initial term and any renewal options at no additional cost.

The contract term runs from award through August 31, 2027, with potential renewal for up to three additional one-year periods based on mutual written agreement and fund availability. Delivery shall be F.O.B. destination at the TPWD Wildlife Big Game Program office in Alpine, Texas, with one week's advance notice required. Award will be made on a best value basis considering lowest price, ability and qualifications, delivery/service schedule, and past performance. All equipment is subject to acceptance inspection and performance testing within five working days of receipt; non-compliant items may be rejected or returned at the contractor's expense. Payment is due within 30 days of proper invoice submission and receipt of compliant goods. Respondents must provide product specification sheets documenting compliance with all salient characteristics and may be required to provide additional documentation prior to award.
