About this file

This is Addendum 1 to an Invitation for Bid (IFB) issued by the Texas Parks and Wildlife Department for GPS Collars. The addendum extends the original bid submission deadline from June 18, 2026, at 2:00 PM Central Time to June 25, 2026, at 2:00 PM Central Time. The solicitation (IFB 802-26-67618) requests bids for a blanket contract to supply 50 GPS collars suitable for ungulate wildlife tracking, including species such as bighorn sheep, mule deer, pronghorn, aoudad, and elk. The GPS collars must meet detailed technical specifications including a weight between 400–850 grams, a minimum three-year battery life, internal drop-off mechanisms, Iridium satellite signal capability, mortality sensors, VHF beacons, and virtual fence functionality. Acceptable models include Vectronics VERTEX PLUS/LITE, Lotek Litetrack Iridium 420, or TPWD-approved equivalents. The contract term runs from award through August 31, 2027, with potential renewal for up to three additional one-year periods based on mutual written agreement and fund availability. Delivery is F.O.B. destination at the TPWD Wildlife Big Game Program office in Alpine, Texas, with one week's advance notice required.

Unit pricing must include all shipping, handling, fuel surcharges, delivery fees, and tariffs, with an unlimited data service plan included at no additional cost throughout the initial contract term and any renewal options. Award will be made on a best value basis considering lowest price, ability and qualifications, delivery/service schedule, and past performance. Respondents may claim Texas bidder preference, veteran-owned business preference, or service-disabled veteran-owned business preference under Texas procurement rules. All equipment is subject to acceptance inspection and performance testing within five working days of receipt, with non-compliant items subject to rejection or return at the contractor's expense. Payment is due within 30 days of proper invoice submission and receipt of compliant goods. Respondents must acknowledge receipt of this addendum and return a signed copy with their bid submission along with product specification sheets documenting compliance with all salient characteristics.
