About this opportunity
Lamar University, an agency of The Texas State University System, is issuing a Request for Proposals (RFP 734-01052026-KM) for the design and turnkey installation of a freestanding LED video marquee display system on its Beaumont, Texas campus. The procurement seeks a complete solution encompassing manufacturing, installation, supply, delivery, labor, testing, and documentation of a double-sided LED marquee structure with two outdoor 6mm video displays measuring 16 feet 11 inches tall by 9 feet 7 inches wide, each with minimum resolution of 860 by 486 pixels and 7,500 nits brightness. The scope includes all foundations, primary and secondary steel framing, catwalks, ladders, mounting hardware, cladding, electrical distribution, low-voltage cabling, permits including a Texas Department of Transportation Commercial Sign Permit, stamped electrical drawings by a licensed Texas engineer, a Digital Sign Solution operating system from Reach Media Network, redundant processing and control systems, illuminated signage elements including an LU Logo Cabinet Sign and LAMAR UNIVERSITY push-through letters with Cardinals Head Logo, and a lockable hinged ladder access door with seam roof and brick base. Qualified bidders must demonstrate experience with a minimum of five facilities completed within the last three years and two additional facilities at least five years old with equivalent brand, size, and scope, provide evidence of bonding capacity for 100 percent payment and performance bonds, maintain local service capability with 24-hour response time, and provide a 24-month warranty on labor and materials including two annual on-site system check-ups and a 7-year guarantee against systemic parts failures. The contractor must submit responses by February 11, 2026, at 2:00 p.m. CST, with a mandatory virtual pre-submittal conference held on January 27, 2026, at 11:30 a.m. CST and written questions due by February 2, 2026, at 12:00 p.m. CST. The evaluation criteria are weighted as follows: statement of qualifications and availability (7.5%), ability to provide services (7.5%), qualifications and experience of construction team (12.5%), performance on past TSUS or similar representative projects (20%), project planning and scheduling (12.5%), post-project support (10%), and pricing and delivery proposal (30%), with award notification anticipated by March 1, 2026.
All respondents, including those already certified as Historically Underutilized Businesses (HUBs), must complete and submit a HUB Subcontracting Plan demonstrating good faith effort in utilizing Texas-certified HUB vendors, as subcontracting opportunities are probable. Contractors must either perform the entire contract with their own resources or document subcontracting efforts through submission of Attachment A identifying selected HUB subcontractors with their vendor identification numbers and contract percentages, or through Attachment B demonstrating good faith outreach to at least three certified HUBs and two trade organizations or development centers when aggregate HUB subcontracting falls below the agency goal. All awarded prime contractors must provide written notice to selected subcontractors within ten working days of contract award and submit ongoing Prime Contractor Progress Assessment Reports verifying compliance with the subcontracting plan. The contract will be in the form of the University's Standard Service Agreement followed by a purchase order, with payment terms of net 30 days in accordance with Texas Government Code section 2251.021, and the University is exempt from sales tax. While no specific budget range is published in the procurement documents, contracts exceeding $500,000 require Chancellor approval, while those exceeding $1,000,000 require Texas Board of Regents approval. Nine companies participated in the mandatory pre-submittal conference, representing firms specializing in LED displays, signage, and construction management services, indicating competitive interest in this project.
