About this file
This is an Addendum #1 to a Request for Proposals issued by Lamar University, an agency of The Texas State University System, for the design and turnkey installation of a freestanding LED video marquee display system on its Beaumont, Texas campus. The project involves the manufacture, installation, supply, delivery, labor, testing, and documentation of a double-sided LED marquee with two outdoor 6mm video displays measuring 16 feet 11 inches tall by 9 feet 7 inches wide, each with minimum resolution of 860 by 486 pixels and 7,500 nits brightness. The scope includes all foundations, primary and secondary steel framing, catwalks, ladders, mounting hardware, cladding, electrical distribution, low-voltage cabling, permits, stamped electrical drawings, redundant LED processors, redundant digital media players with automatic failover capability, a 15-minute runtime Uninterruptible Power Supply (UPS) for the Content Management System rack, operating system housed in environmental enclosures at the display with two years of cellular connectivity, Acme Brick Garnet Modular scratch face base, and a pan-tilt-zoom (PTZ) camera with cloud monitoring on a post not exceeding three feet in height. The proposal submittal deadline is February 11, 2026, at 2:00 p.m. CST, with substantial completion required by July 24, 2026, and installation permitted anytime prior to that date. Respondents must submit a project schedule with their RFP response.
The addendum clarifies that remote power is not required, confirms redundant processing and control systems with primary and secondary components, mandates cloud-monitored camera systems on both sides of the marquee with cellular connectivity transferable to the University upon plan expiration, and specifies that the project is tax-exempt. Qualified bidders must demonstrate experience with a minimum of five facilities completed within the last three years and two additional facilities at least five years old with equivalent brand, size, and scope, provide 100 percent payment and performance bonds, maintain local service capability with 24-hour response time, and provide a 24-month warranty on labor and materials including two annual on-site system checks and a 7-year guarantee against systemic parts failures. All respondents, including those certified as Historically Underutilized Businesses (HUBs), must complete and submit a HUB Subcontracting Plan demonstrating good faith effort in utilizing Texas-certified HUB vendors. The evaluation criteria are weighted as follows: statement of qualifications and availability (7.5%), ability to provide services (7.5%), qualifications and experience of construction team (12.5%), performance on past TSUS or similar representative projects (20%), project planning and scheduling (12.5%), post-project support (10%), and pricing and delivery proposal (30%), with award notification anticipated by March 1, 2026.
