About this opportunity
The Texas Commission on Environmental Quality (TCEQ) issued Request for Bid 582-26-14351 to procure an Automated Gas Chromatograph Integration System capable of collecting 24-hour qualitative and quantitative measurements of hydrocarbon compounds and total non-methane organic compounds in ambient air. The solicitation requires two integrated systems utilizing thermal desorption automated gas chromatography with flame ionization detection (TD/autoGC/FID) technology to be compatible with existing TCEQ equipment including Perkin Elmer Thermal Desorption 100TD units, Merlin MicroScience Dilution MMDS-VOC blender systems, and Dell Optiplex computers at designated Photochemical Assessment Monitoring Stations (PAMS). Deliverables include blender hardware with specified dilution system capabilities, integrated software interfacing with existing chromatography data systems and generating required quality control sequences, complete installation and field optimization by factory-authorized technicians at Texas monitoring stations, eight hours of in-house training for up to four TCEQ staff members at no additional cost, two sets of comprehensive manuals covering operating instructions and maintenance procedures, and an extended one-year manufacturer warranty covering all system components, parts, and labor from the date of acceptance. All materials must be new and of current production with manufacturer standard parts and accessories, and technical support must be available Monday through Friday from 8 a.m. to 5 p.m. Central Standard Time. The bid due date is February 11, 2026, at 2:00 PM CST, with questions regarding specifications required to be submitted by February 4, 2026, at 12:00 PM CST to TCEQebid@tceq.texas.gov. The TCEQ reserves the right to award based on low line item bid, low total, or any other combination serving the state's best interest and may extend any resulting contract up to three months at its sole discretion.
No specific set-aside designations for disadvantaged enterprises or restrictions limiting eligible respondents are mentioned in the procurement documents; however, bidders certifying a Texas address may qualify as Texas Bidders under 34 TAC Rule 20.32(68) and may be eligible for applicable state preferences. All bidders must comply with extensive affirmation requirements including certifications regarding antitrust compliance, child support obligations, conflicts of interest, non-boycott of Israel, and prohibitions on engaging with Iran, Sudan, or foreign terrorist organizations under Texas Government Code, and the TCEQ may consider vendor performance information from the Texas Comptroller of Public Accounts Vendor Performance Tracking System during bid evaluation. Bidders must maintain commercial general liability insurance with minimum limits of $500,000 per occurrence for bodily injury and $1,000,000 per occurrence for property damage, worker's compensation insurance, and commercial automobile liability insurance with minimum limits of $500,000 per person and $1,500,000 per occurrence, with all policies obtained from insurers licensed under Texas law with an A.M. Best rating of A- or better. Installation and optimization must be completed by factory-authorized technicians meeting TCEQ PAMS quality assurance project plan qualifications, and a minimum two-year warranty covering all system components, parts, and labor is required. No specific budget range or award value is listed in the procurement documents; however, vendors should submit unit pricing for each of the three line items (two Automated Gas Chromatograph Ozone Precursor Systems, two on-site training sessions, and two extended one-year manufacturer warranties) with prices remaining firm for 30 days from the bid opening date.
