About this file
This is a specifications attachment for a state and local contract opportunity issued by the Texas Commission on Environmental Quality (TCEQ) for an Automated Gas Chromatograph Integration System, Installation & Optimization (Solicitation Number 582-26-14351). The solicitation requests a complete integrated system capable of collecting 24-hour qualitative and quantitative measurements of specific hydrocarbon compounds and total non-methane organic compounds in ambient air. The system must integrate thermal desorption automated gas chromatography with flame ionization detection (TD/autoGC/FID) hardware and software into existing Photochemical Assessment Monitoring Stations (PAMS) performing ozone precursor analysis. The system must be compatible with existing TCEQ equipment including Perkin Elmer Thermal Desorption 100TD, Merlin MicroScience Dilution MMDS-VOC blender, and Dell Optiplex computers. The deliverables include blender hardware with specific dilution system capabilities, software that interfaces with existing chromatography data systems and generates required quality control sequences, and complete installation and field optimization by factory-authorized technicians at designated Texas monitoring stations.
The bid requirements specify that all items must be new, of current production, and include manufacturer standard parts and accessories. Installation and optimization must be completed by factory-authorized technicians meeting TCEQ PAMS quality assurance project plan qualifications, with a minimum two-year warranty covering all system components, parts, and labor from the date of acceptance. Bidders must provide two sets of comprehensive manuals covering operating instructions, maintenance, and service procedures. The contract includes mandatory in-house training for TCEQ staff at no additional cost, consisting of an eight-hour session at a designated site for up to four participants, with technical support required to be available Monday through Friday from 8 a.m. to 5 p.m. Central Standard Time via telephone and electronic mail.

Attachment A Specifications for Automated Gas Chromatograph Integration System, Including Installation and Optimization
Description: This instrument uses an automated gas chromatography system (autoGC) to collect 24-hour qualitative and quantitative measurements of specific hydrocarbon compounds and an estimation of total non-methane organic compounds (TNMOC) in ambient air. This application system is designed to integrate the hardware, software, and operation of a thermal desorption automated gas chromatograph with flame ionization detection (TD/autoGC/FID), procured separately from this bid, into existing Photochemical Assessment Monitoring Stations (PAMS) performing ozone precursor analysis. The integrated system includes the TD/autoGC/FID instrument, and the blender hardware and includes installation of the integrated and optimized system into designated field monitoring locations.
The resulting equipment must comply with the general guidance found in the United States Environmental Protection Agency (EPA) Technical Assistance Document for Sampling and Analysis of Ozone Precursors for the Photochemical Assessment Monitoring Stations Program, Revision 2, April 2019 and as modified to be compatible with the existing Texas Commission on Environmental Quality auto-GC monitoring network.
MINIMUM GENERAL SPECIFICATIONS
1. The compatible autoGC system includes the following.
A. Sample introduction system to collect ambient air B. Moisture management system to condition sample C. Cryogenically or thermoelectrically cooled sample concentration system D. Sample focusing and thermal desorption system for sample injection E. Dual-column gas chromatography system for separation of sample compound F. Flame ionization detection system
2. System must be compatible with existing equipment which currently includes the following.
A. AutoGC: Perkin Elmer Thermal Desorption 100TD Ozone Precursor B. Blender: Merlin MicroScience Dilution MMDS-VOC C. Thermal Desorber: Perkin Elmer TD100 D. TOC: Parker Balston 125075-83NA, 72-007 E. Zero Air Generator: Parker Balston 75-83 F. Computer: Dell Optiplex
3. Blender hardware shall be included with this system. The blender system should meet the following requirements:
A. The blender includes a dilution system capable of blend ratios from 0.2 to 0.0053 with zero pressures not to exceed 40 pounds per square in gauge (psig) or flows of 150 standard cubic centimeters per minute (sccm) and span pressures not to exceed 30 psig or flows of 10 sccm.
B. The dilution system must be humidified and contain the necessary valving to allow automated introduction to the TD-GC-FID system, which can be controlled by the chromatographic data system.
4. Target list of volatile organic compounds (VOCs) must include the following.
A. Gaseous aliphatic and aromatic non-methane organic compounds with vapor pressures greater than 0.14 millimeters of mercury (mm Hg) at 25 degrees Celsius (C), and generally with a carbon number in the range of C2 through C12
B. Specifically, the VOCs listed in Table 2-1 of the Environmental Protection Agency Technical Assistance Document for Sampling and Analysis of Ozone Precursors
C. Total non-methane organic compounds.
5. Software shall meet the following requirements:
A. Software must interface with the existing chromatography data system (including the most current compatible communications software and the autoGC instrument program) to generate the necessary sequences and specific methods to schedule quality control (QC) checks. QC checks include daily calibrations and blanks, and any other required per the Texas Commission on Environmental Quality (TCEQ) PAMS quality assurance project plan (QAPP) (available upon request).
B. Software must allow automatic ingestion of data files into the TCEQ Data Acquisition System (DAS).
C. Software must create data files in the. txo format compatible with the current communications software. Data files must be able to be imported to the “build sequence” module of stated software.
D. Each data file must include a file naming paradigm that designates the name of the site, column, date, and hour of the sample taken.
6. Application system shall meet the following requirements:
A. This system must include all necessary equipment, plumbing, fittings, compressors, regulators, valving, heated sample lines and software necessary for continuous operation and automation of the TD/autoGC/FID.
