About this file
This is an addendum to a solicitation issued by the Texas Commission on Environmental Quality (TCEQ) for an Automated Gas Chromatograph (AutoGC) Integration System. Addendum 1, issued on February 6, 2026, clarifies specifications and requirements for the procurement of two integrated systems capable of measuring hydrocarbon compounds and total non-methane organic compounds in ambient air. The addendum modifies the original proposal due date to February 11, 2026, at 2:00 p.m. Central Time and addresses vendor questions regarding training requirements, digital document submission, and monitoring compounds. Key clarifications include confirmation that the eight-hour on-site training for up to four TCEQ staff members specified in Additional Terms and Conditions item 4 represents the complete training requirement with no separate line-item charges, that digital copies are acceptable for Attachment A documentation, and that TCEQ will not be monitoring a/v-pinenes, carbon tetrachloride, ethanol, or tetrachloroethylene despite these compounds being listed in the current EPA Technical Assistance Document Revision 3.
Vendors are required to acknowledge receipt of this addendum by signing and dating the cover page and including it with their submitted response; failure to do so may result in the proposal being deemed non-responsive. The addendum does not provide specific pricing information, budget allocation, or set-aside designations but references the original solicitation package available on the Texas Marketplace website at txsmartbuy.com. All questions regarding the solicitation must be submitted by the deadline specified in the original solicitation documents, and vendors must comply with all affirmation requirements, insurance mandates, and warranty specifications outlined in the primary procurement documents.
