About this opportunity

The Texas Veterans Commission (TVC) is seeking qualified digital marketing agencies through Request for Proposal (RFP) 403-2026-1801-003 to provide comprehensive digital advertising services for the Communications and Outreach Department. The procurement encompasses digital media planning and execution, paid advertising campaign management across search, display, video, social media, and OTT/connected TV platforms, audience targeting for diverse veteran populations, lead generation, brand awareness enhancement, and monthly performance tracking with analytics reporting. The selected vendor will manage TVC campaigns promoting eight key program areas: Claims Department services, Education benefits, Employment Services, Grants for Veterans, Mental Health services, Women Veterans programs, Health Care Advocacy, and Entrepreneur support. Evaluation will utilize a weighted scoring system comprising Technical Approach and Understanding of Scope (30 points), Experience and Qualifications (20 points), Analytics, Reporting and Performance Measurement (15 points), Price Proposal (25 points), and Value-Added Services/Cost Efficiency (10 points). All proposals must be submitted by June 15, 2026, at 4:00 PM CST to Purchasing@tvc.texas.gov, with questions due by May 22, 2026, and answers provided by May 29, 2026. The initial contract term runs from June 1, 2026, through May 31, 2027, with options to renew for additional one-year terms and month-to-month extensions not to exceed successive renewal terms. Pricing must be presented in clear, itemized format with firm, fixed costs that separately identify agency/management fees from actual media spend costs, with monthly breakdowns and no hidden fees.

The RFP does not require a Historically Underutilized Business (HUB) subcontracting plan but encourages good faith efforts to include HUBs. Respondents must certify compliance with applicable Texas Government Code provisions, federal and state laws, and demonstrate adequate financial resources and past performance. The contract is subject to availability of state and federal funds, with the Texas Veterans Commission reserving the right to terminate or modify based on funding changes or legal modifications. Payment terms require submission within 30 days after services are provided and quarterly invoices are received, subject to acceptance of deliverables and error-free invoicing; invoices must be submitted within 90 days following service dates or expiration of the state fiscal year or payment rights are forfeited. The total contract value shall not exceed $51,000 for the full contract term, and all proposals exceeding this maximum amount will be deemed non-responsive. The contract is governed by Texas law with venue in Travis County, and contractors must comply with statutory requirements including E-Verify verification, cybersecurity training, anti-terrorism and anti-boycott certifications, conflict of interest disclosures, indemnification of the state, accessibility guidelines, and cooperation with audits by the TVC, State Auditor's Office, and federal funding agencies.
