About this file
This document contains answers to vendor questions regarding Request for Proposal 403-2026-1801-003 issued by the Texas Veterans Commission (TVC) for Digital Marketing Services. The RFP seeks a qualified digital marketing agency to manage paid digital advertising campaigns across multiple platforms including Facebook, Instagram, Google Ads, and optional OTT/connected TV channels, which are mandatory components of the strategy. The vendor will manage campaigns for priority areas ranked as follows: Claims Department, Mental Health, Veterans 55+, and Keyword Search, along with General Awareness, Suicide Prevention, and Grants Across Texas initiatives. The selected vendor is responsible for campaign management, optimization, reporting, and analytics—not creative development, as TVC will provide all creative assets. The contract term runs from June 1, 2026, through May 31, 2027, with options for additional one-year renewals and month-to-month extensions. All proposals must be submitted by June 15, 2026, at 4:00 PM CST to Purchasing@tvc.texas.gov, with questions due by May 22, 2026, and answers provided by May 29, 2026. Questions may be submitted by May 22, 2026.
The total contract value shall not exceed $51,000 for the full contract term, and TVC expects vendors to propose their own allocation between agency fees and media spend, with a preference for the majority of funds allocated to paid media. The 2025 performance benchmarks that vendors should propose to exceed include 197.7K engagements, 972.4K reach, and 2.4M impressions, generated from a $9.1K media spend comprised of $6.1K for Facebook and Instagram campaigns running June through December 2025 and $3K for Google Ads running in June and December 2025. A successful lead or conversion is defined as overall engagement on social media paid ads, reach, impressions, and link clicks to the TVC website; TVC will not provide back-end intake or CRM data but will grant website analytics access. Out-of-state vendors are eligible provided they comply with all applicable Texas statutory requirements and affirmations. All work may be delivered remotely with virtual coordination, and no onsite presence is required. TVC has no anticipated creative development from the vendor and prohibits TikTok advertising.
