About this opportunity
The City of Missouri City, Texas is issuing Request for Proposal (RFP) 26-065 to procure emergency logistical services on an as-needed basis to support disaster preparedness and emergency response efforts following natural disasters. The procurement seeks qualified firms capable of providing designated products and services that support the City's emergency response and disaster preparedness initiatives. Proposers will be evaluated using a 100-point weighted scale across four criteria: Company Qualifications (15%), Capacity (30%), Project Methodology (40%), and Fees (15%). The deadline for submitting sealed proposals is 3:00 P.M. Central Daylight Time on April 22, 2026, to the City Secretary's Office at 1522 Texas Parkway, Missouri City, Texas 77489. Written questions must be submitted by 3:00 P.M. CDT on April 3, 2026, with answers posted by April 10, 2026. The resulting contract will commence upon execution, with an initial term that automatically renews for up to three additional one-year periods unless either party provides thirty days' written notice of non-renewal. All pricing must be quoted on a Free On Board (FOB) Destination basis, with the City authorized to process payments via corporate Procurement Credit Card within thirty days of acceptance.
Local preference consideration is available for firms with principal places of business within Missouri City limits, and Texas resident bidders may qualify for preferential consideration under state law. Proposers must obtain all necessary permits, licenses, and certifications independently and maintain appropriate insurance coverage with the City named as an additional insured. All respondents must comply with applicable federal, state, and local laws and submit a completed Form 1295 Certificate of Interested Parties per Texas Government Code Section 2252.908. The RFP does not identify any incumbent vendors, current contractors, or specific technology integration requirements. While the total maximum compensation amount will be specified in the executed contract, no specific budget range or award value is disclosed in the solicitation documents. City Council approval may be required for any resulting contract, and the City reserves the right to cancel the solicitation at any time or conduct site visits and require proposer clarifications before award.
