About this file

This is Amendment No. 1 to Request for Proposal 26-065 issued by the City of Missouri City, Texas on April 8, 2026, clarifying requirements for emergency logistical services procurement. The amendment addresses eight questions submitted by potential bidders regarding the scope of work, labor categories, evaluation criteria, and contract structure. The City confirmed that proposers should offer products and services aligned with their areas of expertise rather than responding to a prescriptive list, as the specific needs are difficult to predetermine. Bidders are permitted to define their own labor categories and may submit proposals for one or more service areas based on their company strengths, including options for planning, response, and recovery professional staffing services, logistics services, or combinations thereof. The City intends to evaluate proposals using established criteria outlined in Attachment C (Customer Reference List) to assess breadth of experience, and may issue multiple awards to qualified firms. Teams of vendors with prime and subcontractor arrangements are acceptable. The original proposal submission deadline remains 3:00 P.M. Central Daylight Time on April 22, 2026.

The amendment clarifies that this procurement is limited to emergency logistical services on an as-needed basis in preparation for or immediately following natural disasters, and explicitly excludes pre-disaster planning activities, disaster response augmentation staffing, and disaster cost-recovery activities related to FEMA Public Assistance or other grant programs. All other terms and conditions of RFP 26-065 remain unchanged, including the weighted evaluation criteria (Company Qualifications 15%, Capacity 30%, Project Methodology 40%, and Fees 15%), pricing requirements on a Free On Board Destination basis, local preference considerations, and contract terms with automatic renewal options for up to three additional one-year periods.

Amendment No. 1

RFP 26-065

AMENDMENT NO. 1

REQUEST FOR PROPOSAL (“RFP”) 26-065

EMERGENCY LOGISTICAL SERVICES

APRIL 8, 2026

The City of Missouri City (“City”), Texas has issued this Amendment No. 1 to the above-referenced “RFP” for the purposes of answering the following questions that were submitted to the “City” by the specified deadline:

Question 1: The RFP states "Provide the City with designated products and/or services on an “as needed basis” in preparation of a natural disaster, or immediately following a natural disaster." as the scope of work. Can the City please provide additional details on what specific scope items vendors will be asked to provide during any contract resulting from this solicitation?

Answer 1: Because it is difficult to determine the needs of the “City”, you are encouraged to offer products and/or services your company specializes in, per your area of expertise.

Question 2: Will the City be providing labor categories to bidders? Or are bidders permitted to provide labor categories as they deem fit? To ensure a fair and comparable evaluation of pricing across proposals, it would be helpful to understand if standardized labor categories will be used. If bidders are expected to define their own labor categories, we would appreciate a more detailed scope of work to support consistent and accurate pricing.

Answer 2: No, the “City” will not provide labor categories. Per Answer 1, you are encouraged to propose labor categories.

Question 3: Attachment C - In Exhibit D - Evaluation Criteria, the criteria specifies that Attachment C provides additional guidance on the breadth of experience that vendors should have. Based on our review of the RFP, the Attachment C provided is the Customer Reference List. Can the City please confirm if this is correct or if there is an additional Attachment C document that bidders should be referencing?

Answer 3: This is correct. The information provided in Attachment C will be used to determine if the proposer has breath of experience.

Question 4: Does the City anticipate selecting one firm to provide these services or will multiple firms be selected?

Answer 4: The city may issue multiple awards based on the responses provided.

Question 5: In addition to disaster logistics services, would the City considering using this contract to support pre-disaster planning activities and disaster response augmentation (post-disaster emergency management staffing support)?

Answer 5: No.

Question 6: Does the City anticipate using this contract for disaster cost-recovery activities to include FEMA Public Assistance and other disaster-related grant programs?

Answer 6: No.

Question 7: The RFP states that the City is looking for firms who are interested in providing the City with “various products and services” before or immediately following a disaster. Can vendors submit for one or more areas based on their company’s strengths? Example:

Submitting for planning, response, and recovery professional staffing services, and not submitting for logistics services).

Answer 7: Yes.

Question 8: Can the City confirm that it is open to a team of vendors performing the services under this contract (prime and subcontractors)?

Answer 8: Yes.

All other terms and conditions specified in RFP 26-065 shall remain the same.
