About this opportunity
ChildCareGroup (CCG), a nonprofit organization established in 1901 that provides early childhood education services, issued a Request for Proposal (RFP) on April 28, 2026, seeking a qualified vendor to provide a Human Resources Information System (HRIS) and integrated payroll solution. The desired solution must be a hosted, licensed, commercially available software product or a subscription-based fully managed software offering; custom-built and on-premises solutions are not acceptable. Deliverables include comprehensive payroll capabilities, integration with CCG's existing Sage Intacct general ledger system, applicant tracking functionality, performance review management, training and professional development features, and detailed implementation and training services. The RFP evaluation criteria are weighted as follows: professional capacity to undertake the scope of work (40 points), work history and relevant experience (20 points), previous experience with nonprofit or similar organizations (15 points), MBE/WBE/HUB certification status (5 points), and cost proposal (20 points). Written questions must be submitted by May 12, 2026 at 5:00 PM CST, with proposals due by May 27, 2026 at 5:00 PM CST. The evaluation period is scheduled for June 1-17, 2026, followed by vendor demonstrations June 22-26, 2026, with a notice of award date to be determined. The contract term is one year with four optional one-year renewal periods.
Vendors must provide itemized pricing that includes one-time upfront costs, ongoing costs, installation and implementation training costs, annual support and maintenance costs, functionality expansion costs, required licenses, and anticipated foreseeable costs, with an estimated implementation timeframe and approximate training hours specified. While no specific set-aside designations are mandated, vendors with MBE/WBE/HUB certification may receive additional consideration in the evaluation. CCG requires a minimum Commercial General Liability insurance coverage of $1,000,000 and reserves the right to award to a single or multiple vendors based on best value determination. Proposals must not exceed 30 pages, excluding tabs, financial statements, and required forms, and must be submitted electronically to procurement@ccgroup.org; late submissions will be refused. Payment terms are Net 30 days unless otherwise specified. No incumbent vendor, current contractor, or budget range information was disclosed in the solicitation documentation.
