About this file
This Addendum #1 clarifies specifications for ChildCareGroup's RFP No. 2026-08 seeking an HRIS and integrated payroll services solution. The organization operates with 425 employees across approximately 25 locations in Texas, with a workforce composition of 90% full-time and 10% part-time staff, including 70% non-exempt and 30% exempt employees. Payroll processing occurs bi-weekly with approximately 500 W-2s issued annually. The incumbent vendor is ADP Workforce Now, from which all modules will be migrated. Written questions must be submitted by May 12, 2026 at 5:00 PM Central Time, with proposals due May 27, 2026 at 5:00 PM Central Time. Vendor demonstrations are scheduled for June 22-26, 2026 and will be conducted in-person onsite. The contract term is one year with four optional one-year renewal periods.
Key operational requirements include data residency exclusively within the United States with no exceptions, bi-weekly payroll processing, integration with Sage Intacct for general ledger mapping (44 PR reports and 61 grant codes), and support for approximately ten benefit file feeds and two API integrations. The organization requires processing of multiple benefit types including medical, dental, vision, supplemental coverage, flexible spending accounts, and health savings accounts, with plan year renewal on July 1. Current system integrations involve Wisely and EarnedIt platforms with multiple benefit carrier connections. The procurement office indicated no budget information is available, and no local vendor preference exists. All payroll approvals route through the Finance/Payroll department with up to three approval tiers for pay changes. The RFP requires vendor proposals not to exceed 30 pages and explicitly prohibits offshore data housing and custom-built or on-premises solutions. Clickable links to supplemental materials are permissible within proposals.
