About this opportunity

The Town of Palm Beach, Florida is issuing Invitation to Bid (ITB) No. 2026-039 for the construction of a living shoreline stabilization and enhancement project along North Lake Way at the Lake Worth Lagoon. This is a competitive sealed bid procurement that requires qualified contractors to submit bids for construction services integrating engineering and environmental solutions, including a nearshore rock breakway system, restored mangrove habitat, and stabilized upland slope with native vegetation. Key project deliverables include installation of approximately 15 rock breakwater structures (B1 through B15) with specified crest elevations, planting of approximately 550 one-gallon mangroves (250 red, 150 white, and 150 black) at designated spacing and elevations, removal of exotic vegetation including snake plant to minimum depths of 12-18 inches, and upland native species plantings to attract pollinators. Construction must commence no earlier than July 1, 2026, and must be completed within three months from the start date, no later than October 31, 2026. A non-mandatory pre-bid meeting will be held virtually via Microsoft Teams on April 30, 2026, at 9:00 AM EST, with attendance strongly encouraged as the sole opportunity for direct clarification from project management and Town staff. Bidders must submit competitive bids online exclusively through the Euna Procurement (Bonfire) eProcurement platform, with all bids due by May 18, 2026, at 2:00 PM EST when the public virtual bid opening will occur. Award will be made to the lowest responsive and responsible bidder whose proposal meets all requirements and criteria, with the Town reserving the right to reject any or all bids and award to the bidder deemed to best serve the Town's interests.

All bidders must demonstrate minimum qualifications including a minimum of three years of experience with municipal or commercial contracts and must provide at least three references for similar projects completed within the past five years comparable in type, size, complexity, and scheduling. Bidders must register with the E-Verify System and comply with all federal, state, and local employment eligibility verification requirements. Bidders must maintain comprehensive general liability insurance with minimum limits of $5,000,000 per occurrence and $10,000,000 aggregate, obtain bid bonds of not less than 5 percent of total bid for bids of $100,000 and over, and provide performance and payment bonds covering the full contract value for bids of $200,000 and over, all to be issued electronically through the Surety2000 platform.
