About this file
This is a Drug Free Workplace Certification form required by the Town of Palm Beach, Florida for contractors and grantees performing work on the North Lake Way Living Shoreline project. The Town is soliciting competitive bids for construction of a living shoreline stabilization and enhancement project along North Lake Way at the Lake Worth Lagoon. The project will integrate engineering and environmental solutions, including a nearshore rock breakwater system, restored mangrove habitat, and stabilized upland slope with native vegetation. A non-mandatory pre-bid meeting will be held virtually via Microsoft Teams on Thursday, April 30, 2026 at 9:00 AM EST, with attendance strongly encouraged as the only forum to seek clarification directly from the Project Manager and Town staff. Bid submissions are accepted exclusively through the Town's online eProcurement platform, Euna Procurement (Bonfire). Award will be made to the lowest responsive and responsible bidder whose bid meets all requirements and criteria established in the Invitation to Bid, with the Town reserving the right to reject any and all bids or award based on the bidder who best serves the Town's interests.
The certification requires that the grantee establish and maintain a comprehensive drug-free workplace program, including publishing a statement prohibiting controlled substance use, establishing a drug-free awareness program, and providing employees with copies of the workplace policy. Employees must notify their employer of any criminal drug statute convictions occurring in the workplace within five days, and the employer must notify the Town within ten days of receiving notice. Within thirty days of notification, the employer must take appropriate personnel action, up to and including termination, or require the employee to participate in an approved drug abuse assistance or rehabilitation program. The authorized agent of the firm must sign the certification, attesting that the firm complies fully with all stated requirements and will maintain good faith effort to continue compliance throughout the performance of the grant.
