About this opportunity

Indian River County, Florida is requesting bids for roof replacement at the North County Library, with bids due September 1, 2026 at 2:00 P.M. via the Bonfire platform and public opening at Room B1-303, 1800 27th Street, Vero Beach, FL 32960.

Bidders must hold a State of Florida state-certified or state-registered roofing license and an Indian River County Building Division roofing license at time of bid submission. The scope includes removal of the existing asphalt shingle roof system down to sheathing and installation of a new engineered standing seam metal roof system with 1-inch, 24-gauge panels and hidden stainless-steel fasteners, in accordance with Florida Building Code requirements. Work includes replacement of damaged sheathing, code-approved underlayment, aluminum flashing and caps, new vent stacks, removal and installation of commercial-grade gutters and downspouts, and daily site cleanup with magnetic sweeping. The contractor must coordinate with the library to maintain full operational status throughout the project with no obstruction of ingress, egress, or traffic flow.

Bids exceeding $200,000 require a 5% electronic Bid Bond issued through Surety2000; a 100% Public Construction Bond is required upon contract award. The contract term specifies completion by the 60th day after contract commencement, with liquidated damages assessed at $1,685 per calendar day for delays. Contractors must maintain worker's compensation insurance, broad-form commercial general liability insurance at $1,000,000 combined single limit, and commercial automobile liability insurance at $1,000,000 combined single limit, with the County named as additional insured and 30-day notice of cancellation or material changes required.

All bids are irrevocable for 60 days. Bidders may withdraw bids within 48 business hours of opening only upon demonstration of a material and substantial mistake in preparation. The County reserves the right to delay award up to 90 days, waive informalities, reject any or all bids, or accept the bid deemed in its best interest. Bidder questions must be submitted through Bonfire at least 10 days prior to the deadline, with responses issued only by addenda. No pre-bid meeting is scheduled. The County permits cooperative purchasing by other Florida governmental agencies from this bid.
