About this file

This is an implementation notice from Indian River County, Florida regarding the adoption of electronic surety bonds (eBonds) through Surety2000 for public procurement processes. The notice applies to all contractors bidding on County projects, including the North County Library Roof Replacement project, which requires removal of the existing roof system and installation of a new engineered standing seam metal roof system. Contractors must submit their entire bids, including bid bonds, completely online through the Surety2000 platform, eliminating paper forms, notarizations, and in-person delivery. The eBond process offers faster bid awards with instant bond verification, enhanced security through digital audit trails and QR code validation, and a simplified submission process accessible from anywhere.

To participate in the bidding process, contractors must complete four steps: verify that their bonding agent is registered with Surety2000, register as a bidder on the platform (currently requiring an annual fee of $480), submit the electronic bid bond once both parties have active accounts, and obtain an 11-digit unique bond verification code from their bonding agent to enter in the Euna Bonfire bid submission system. The County, bonding agents, and Surety2000 will use this code to confirm a valid bid bond has been issued. For assistance with the eBond process, contractors may contact their bonding agent or Surety2000 directly at 1-800-660-3263 or help@surety2000.com.

Text version

Indian River County is excited to announce another improvement to our public procurement process - implementing electronic surety bonds (eBonds) through Surety2000, a nationally recognized leader in secure, paperless bond execution.

The new process requires contractors bidding on County projects to submit their entire bid, including bid bonds, completely online — eliminating the need for paper forms, notarizations, shipping, or in-person delivery. In addition to saving time for contractors and County staff, the process improves accuracy, reduces administrative costs, and enhances security.

Key benefits of the eBond process include:

Faster bid awards — Bonds are verified instantly through Surety2000’s secure platform.

Increased security — Built-in fraud prevention measures, including digital audit trails, QR code validation, and a unique bond number for every document.

Simplified process — Contractors can submit bonds anytime, from anywhere, without the risk of lost or delayed paperwork.

Bidders should complete the below steps:

1. Confirm Bonding Agent Registration Verify that your bonding agent is registered with the Surety2000 e-Bond platform. If they are not yet registered, direct them to register at this site - Register Here

2. Bidder Registration If your bonding agent has an active account with Surety2000 and you (the Bidder) have not already registered, you must also register. The annual fee to utilize the Surety2000 platform is currently $480.

CLICK HERE to register with Surety2000.

3. Submit Your e-Bond Once both the bonding agent and Bidder have active Surety2000 accounts, the Bidder may use the platform to establish and submit the electronic bid bond with their bid.

4. Use Bond Code in Bid Submission Your bonding agent will provide an 11-digit, unique Surety2000 bond verification code. Enter this code in the “Surety2000 eBond Number” area in Euna Bonfire when preparing your bid.

This code allows the County, your bonding agent, and Surety2000 to confirm a valid bid bond has been issued for your project.
