About this opportunity
The City of Detroit Office of Contracting and Procurement, on behalf of the Housing and Revitalization Department, is soliciting proposals through a Request for Proposals (RFP) for Street Outreach Services to assist Detroit residents experiencing unsheltered homelessness. The procurement encompasses two distinct service components: Component 1 provides Nighttime Street Outreach operating 6:00 p.m. to 2:00 a.m. seven days per week including holidays, while Component 2 offers Outreach for Families operating Monday through Friday during workday and evening hours, with organizations eligible to apply for one or both components. Required services include basic needs provision, case management, housing navigation, transportation to shelters and drop-in centers, trauma-informed diversion services, HMIS data entry, and performance tracking against specified metrics. Respondents must demonstrate a minimum of one year of experience providing street outreach services and possess adequate financial capacity to sustain operations for three months without reimbursement, as this is a reimbursement-based contract. Technical proposals will be evaluated on organizational experience and capacity (30 points), proposal approach and solution (50 points), and budget and pricing (20 points), totaling 100 points, with additional Detroit Equalization Credits applied thereafter. The pre-proposal conference is scheduled for April 27, 2026, at 2:00 p.m. EST via Microsoft Teams, with written questions due by April 29, 2026, at 3:00 p.m. EST and answers distributed May 1, 2026. Proposals must be submitted by May 8, 2026, at 3:00 p.m. EST through the EUNA Bonfire portal, with the contract term set for two years beginning July 1, 2026, subject to potential renewal options contingent upon Detroit City Council approval.
The RFP is open to all nonprofit organizations, with bonus points awarded to applicants possessing at least one year of relevant street outreach experience. The City of Detroit has implemented equalization credits for certified Detroit-based businesses, Detroit resident businesses, and other designated entities, offering credits ranging from 1 to 5 percent depending on certification type, provided that awards do not exceed 12 percent above the lowest responsible bid submitted or $100,000, whichever is less. No incumbent vendors or current contractors are identified in the procurement documents. Respondents must submit comprehensive documentation including organizational questionnaires, detailed service approaches, completed budget workbooks, three years of financial statements, proof of past performance, organizational charts, IRS Form 990s or audited financial statements, notarized affidavits of disclosure and non-collusion, certificates of authority, and certificates of insurance meeting specified coverage requirements including Workers' Compensation, Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, and Errors and Omission/Cyber Liability of $1,000,000 per claim and $5,000,000 aggregate. Organizations must also comply with the City of Detroit Homelessness Solutions Policy and Procedure Manual, maintain full participation in the CAM system and Detroit CoC HMIS system, and comply with all federal, state, and local nondiscrimination and equal employment opportunity requirements. The RFP does not specify explicit budget ranges or award values; however, administrative costs are capped at 10 percent of the total award, and the City reserves the right to make one or multiple awards based on proposal evaluation and available funding.
