About this file

This is a contracting expectations certification document issued by the City of Detroit's Housing and Revitalization Department for organizations seeking General Funds through the Homelessness Solutions program to provide Street Outreach Services. The document outlines mandatory compliance requirements that apply to all awarded organizations and must be signed by an authorized representative of the applicant organization as part of the proposal submission process.

Organizations awarded funding must comply with eight primary contracting expectations: providing homeless individuals and families with assistance in obtaining supportive services including permanent housing, medical and mental health treatment, and counseling; participating fully in the CAM system and Detroit CoC HMIS system with accountability for timely and accurate data entry; taking reasonable steps to minimize displacement of persons and businesses; complying with all Federal, State, and local nondiscrimination and equal employment opportunity laws; adhering to Lead-Based Paint Poisoning Prevention Act requirements and the Drug Free Workplace Act; maintaining records to document compliance and ensuring confidentiality of family violence prevention records; and complying with the City of Detroit Homelessness Solutions Policy and Procedure Manual and the Continuum of Care's written program standards. The certification requires the signature, printed name, title, and date of an authorized organizational representative and references the City of Detroit Homelessness Solutions Policies and Procedures Manual for additional program component participation expectations.
