About this file

This is an attachment to a proposal request issued by the City of Detroit Office of Contracting and Procurement on behalf of the Housing and Revitalization Department for Street Outreach Services in Michigan. The document outlines two distinct service components: Component A addresses Nighttime Street Outreach, which will serve individuals experiencing unsheltered homelessness through daily services from 6 p.m. to 2 a.m., seven days per week, including case management, housing navigation, transportation, emergency shelter connection, and mainstream benefits access. Component B covers Outreach for Families, which will manage referrals and provide in-person outreach, diversion services, and emergency shelter connection for families. Respondents must provide detailed proposals addressing staffing composition and scheduling, intake and assessment processes, coordination with the Detroit Continuum of Care and other providers, staff training on diversion practices, transportation assistance capabilities, inclement weather response protocols, and data collection and performance tracking methods. Each narrative response section has a 300-word limit.

The proposal attachment requires bidders to demonstrate capacity across multiple operational areas, including staff availability for weekend and holiday coverage, capability to manage high-volume referral requests within 24-hour engagement windows, and real-time or 48-hour HMIS data entry with licensed staff. Respondents must describe their experience working with transit agencies and public spaces, strategies for engaging individuals who decline shelter services, and measures to ensure staff and participant safety during transportation and inclement weather operations. Specific performance benchmarks include tracking the percentage of households exiting to positive destinations, percentage of participants exiting within 90 days or less, and average length of enrollment in outreach services. The document specifies that transportation assistance must accommodate residents with disabilities and minor children requiring car seats, and agencies must participate monthly in Street Outreach Workgroup meetings and accept referrals from community partners and the City of Detroit.
