Section 1. Project Summary and Background
1.1. PROJECT REQUEST
The City of Detroit Office of Contracting and Procurement (OCP) on behalf of the Housing and
Revitalization Department (HRD) requests proposals from qualified Respondents to render certain technical or professional services ("Services") as set forth in this RFP to provide street outreach services for Detroit residents experiencing homelessness.
Street Outreach will work with those experiencing unsheltered homelessness to provide basic needs and referrals to Drop-in centers. Services include transportation, connection to emergency shelter, Drop-in Centers, or outreach navigation, as well as access to mainstream benefits.
1.2. BACKGROUND/DESCRIPTION OF ENVIRONMENT
Detroit’s homelessness response system uses a spectrum of programming to prevent, divert, and end homelessness. Prevention and diversion programs are the least service-intensive and aim to prevent households from entering the homeless system.
The City of Detroit currently funds 8 different outreach programs that provide basic needs services to residents experiencing homelessness as well as housing navigation for those that are not willing or able to enter emergency shelter. Street Outreach teams must solely work with households, including single adults, that are living in places not meant for human habitation such as parks, but shelters, homes that are open to the elements and without utilities, etc. These teams’ main role is to assist these individuals with a safe place to live, whether that be through informal support networks such as family or friends, or through referrals to emergency shelters or Drop-In Centers.
For households that do want to go to a shelter or other indoor locations, outreach teams have staff specialized in navigation services aimed at moving the household directly from the streets into housing.
1.3. AWARD CLAUSE INCLUDING RENEWAL OPTIONS
If a contract is awarded as a result of this RFP, it will be a City of Detroit Professional Services
Contract (Attachment E). The term of the contract will be for Two Years. Any renewal option exercised under this contract is effective only after the approval of the Detroit City Council and signed by the Chief Procurement Officer. The City anticipates one or multiple awards as a result of the RFP.
Revised 12/2/2025 Page 4 of 18
Section 2. Statement of Work
2.1. SERVICES TO BE PERFORMED
The City of Detroit’s Housing and Revitalization Department (the City) is committed to a comprehensive response to meet the needs of those experiencing homelessness.
Homelessness should be prevented wherever possible, or if it can’t be prevented, it is a rare, brief, and one-time experience. To meet this goal, the City works closely with the
Detroit Continuum of Care (CoC), provider organizations, supportive housing developers, and funders to provide a broad array of housing opportunities intended to prevent and end homelessness for households in need. The U.S. Department of Housing and Urban
Development (HUD), along with the City and its community partners, expect that our system of service makes steady progress toward reducing homelessness. This includes decreasing the number of people entering the homelessness system, shortening the duration of homelessness, and limiting recurrent episodes of homelessness.
This RFP is seeking applicants to 2 separate outreach programs: Component 1- Nighttime
Street Outreach during the hours of 6:00pm-2:00am, 7 days a week and Component 2-
Outreach for Families during the workday/evening hours of Monday-Friday. Organizations can apply for one or both outreach program types (Component 1 and/or Component 2).
Contracts for both components will start on 7/1/2026. Organizations must be able to begin programming on the contract start date in order to be considered for funding.
